On the morning of October 10, the Urban Committee of the City People's Council worked with a number of departments, branches and units on the implementation of the thematic monitoring plan on "Results of implementing the National Target Program on new rural construction in Hai Phong city for the period 2021 - 2025".

According to the report of the Department of Agriculture and Environment, the National Target Program on New Rural Construction for the 2021-2025 period in the city has been implemented by localities and units with many positive results.

By June 2025, all 77 communes in Hai Phong city (old) will meet the advanced new rural standards; 45 communes will meet the model new rural standards; all 6 districts will meet the new rural standards, 4 districts will meet the advanced new rural standards. The old Hai Phong city has been recognized by the Prime Minister for completing the task of building new rural areas in 2024. By the end of 2024, the average income of rural people will reach 80.56 million VND/person/year.

For the old Hai Duong province, all 151 communes have met the new rural standards; 75 communes have met the advanced new rural standards; 32 communes have met the model new rural standards; 12/12 districts, cities and towns have met the new rural standards and completed the task of building new rural areas. The old Hai Duong province has been recognized by the Prime Minister for completing the task of building new rural areas in 2020. By the end of 2024, the average income of rural people in the old Hai Duong province will reach 80.56 million VND/person/year.

Capital mobilization for program implementation is high. As of June 2025, the old Hai Phong city mobilized more than 50,801 billion VND. The old Hai Duong province mobilized more than 54,655 billion VND. Thereby contributing to the completion and putting into use of many rural infrastructure works, promoting positive effects in promoting production development and increasing people's income.

However, during the implementation process, localities also encountered some difficulties such as slow disbursement of public investment capital for investment projects in communes in the eastern part of the city. Site clearance and construction progress in some localities were still slow. Maintaining, sustaining, and completing some criteria still encountered difficulties, especially criteria on environment, production development, and planning. Investment to implement the criteria between Hai Phong city and Hai Duong province in the past had differences...

The Department of Agriculture and Environment proposed that the Standing Committee of the City People's Council consider and approve the implementation of the Program for the period 2026 - 2030, in which priority is given to allocating public investment capital from the city budget for the period 2026 - 2030 for new rural construction in the area. In particular, allocating public investment capital to upgrade and renovate essential infrastructure of communes in the western area to ensure similarity across the entire city after the merger.

The Project Management Boards of the eastern part of the city resolutely directed contractors and construction units to speed up the construction progress of projects, proactively coordinate and support communes and wards in clearing the site for construction projects.

The city needs to recommend to the National Assembly, the Government, the Prime Minister, and central ministries and branches to soon approve the program, issue regulations, legal frameworks, and guiding documents to implement the program in the next phase.

After listening to the reports and proposals from departments and branches, Head of the Urban Committee of the City People's Council Pham Van Khanh highly appreciated the efforts and great efforts of departments, branches, units and localities in implementing the National Target Program on New Rural Construction for the period 2021 - 2025. However, the direction, management and organization of the program implementation at the commune level are still slow and not really drastic; the coordination between departments and branches is sometimes not timely. Some communes still have outstanding debts in new rural construction....

The comments and proposals of departments, branches, localities, and the Urban Committee of the City People's Council received, synthesized and issued conclusions on the implementation of the thematic monitoring plan on "Results of implementing the National Target Program on new rural construction in Hai Phong city for the period 2021 - 2025".
