The Government has just issued Decree No. 260/2025/ND-CP dated October 10, 2025 amending export tax rates for a number of goods specified in Appendix I issued with Decree No. 26/2023/ND-CP dated May 31, 2023 of the Government.

Specifically, amend the export tax rates for a number of goods in groups 71.13, 71.14 and 71.15 specified in Appendix I - Export tax schedule according to the List of taxable goods issued with Decree No. 26/2023/ND-CP dated May 31, 2023 of the Government on Export tax schedule, Preferential import tax schedule, List of goods and absolute tax rates, mixed tax, import tax outside the tariff quota into new export tax rates.
Accordingly, the export tax rate for jewelry and jewelry parts made of silver, whether or not plated or clad with other precious metals (item codes 7113.11.10 and 7113.11.90) and jewelry and jewelry parts made of base metals clad with precious metals (item codes 7113.20.10 and 7113.20.90) remains at 0%.
Reduce the export tax rate on jewelry and parts of jewelry of other precious metals, whether or not plated or clad with precious metal (item codes 7113.19.10 and 7113.19.90) from 1% to 0%.
For gold or silver industry products and parts of gold or silver industry products, made of precious metals or metals clad with precious metals, the Decree maintains the export tax rate for silver industry products, made of base metals clad with precious metals at 0%; and for other precious metal industry products, it is reduced from 1% to 0%.
Other products made of gold or silver (item code 7115.90.10) also have their export tax rate reduced from 1% to 0%.
This Decree takes effect from the date of signing and promulgation (October 10, 2025).
The Ministry of Finance said that this tax reduction is necessary to support businesses in reducing costs and increasing competitiveness. This also contributes to transforming stored gold into value-added products in the context of limited input gold sources and high prices.
The new tax rate (0%) is within the tax rate bracket of gold jewelry and fine art groups (from 0-10%) and is consistent with the principles of promulgating tax schedules and rates.
