First article: Disseminating policies to every citizen
With numerous specific mechanisms and policies issued, along with the involvement of the entire political system, the Steering Committee for Program No. 08-CTr/TU of the Hanoi City Party Committee has closely followed the leadership of the Party Committee and the government; leveraging the combined strength from the city to the grassroots level, creating consensus among the people. As a result, the development of the social security system and the improvement of people's welfare and quality of life have achieved many tangible results. The program has affirmed its correctness and profound humanistic nature, while also playing a fundamental role in building and developing the social security system of the Capital city.
Implement a comprehensive social security policy.

Unlike previous school years, in the 2025-2026 school year, Ms. Mai Thi Phuong and her husband, workers at the Thang Long Industrial Park, have had their financial burden eased thanks to the city's support for their children's school lunch program. Ms. Mai Thi Phuong shared: “This year, due to unstable employment, my husband and I were very worried about our children starting the new school year. However, our worries have lessened now that our children are exempt from tuition fees and the city of Hanoi is providing a subsidy of 30,000 VND per school lunch. This is truly a practical support for my family.”
The 2025-2026 school year will be the first year that Hanoi implements Resolution No. 18/2025/NQ-HĐND of the City People's Council on the mechanism for supporting semi-boarding meals for more than 760,000 primary school students, with a total support budget of over 3,000 billion VND. This policy has received great consensus from parents and society as a whole because it demonstrates the timely concern of the city's leaders for the future generation of the country, especially in the context of many families still facing difficulties in their lives.
Beyond simply providing meals for elementary school students, and with the desire to care for and encourage children to overcome difficulties and excel in their studies, contributing to social welfare in the city, the Hanoi Center for Social Work and the Hanoi Children's Protection Fund, in coordination with Dong Do Bao Viet Life Insurance Company, organized the "Bicycle Fund for Dreams" donation program just before the start of the new school year. Le Bao Long, an 8th-grade student from Duong Noi ward, was one of 20 underprivileged students with good academic and behavioral achievements who received a bicycle worth nearly 2 million VND. He shared: "The bicycle is a precious gift for me. With a means of transportation, my journey to school will be less difficult, and it will give me more motivation to study and train well, becoming a useful citizen for society."
The city's comprehensive social welfare policy is also reflected in the regulations on the content and level of support for voluntary social insurance and health insurance contributions for social policy beneficiaries in the area; caring for the lives of policy beneficiary families, supporting poor households in building solidarity houses, and providing means and livelihoods to help them rise out of poverty sustainably.
The family of Mr. Hoang Dinh Tin (Tan Trung Chua village, Noi Bai commune) is one of the households that has received attention from the city, the Vietnam Fatherland Front Committee of the commune, military units, businesses, and neighbors. For many years, his family has always been on the list of the most disadvantaged households in the locality. The elderly couple are frail and frequently ill, living in a dilapidated brick house with no outbuildings... After receiving support to build a new 40m² house worth over 200 million VND, Mr. Hoang Dinh Tin shared: “The storms of the past few days no longer worry us. This house is like a dream come true.”

Program No. 08-CTr/TU dated March 17, 2021, of the Hanoi City Party Committee on “Developing the social security system, improving social welfare and the quality of life of the people of Hanoi in the period 2021-2025” is defined with 27 targets, 12 tasks, and 5 key solution groups, with profound humanitarian significance, directly linked to the lives of the people of Hanoi. According to the Standing Committee of the Steering Committee, after more than 4 years of implementation, the set goals have been basically completed, with only one target expected to be completed by the end of the term, namely “the percentage of people with health management.” Of these, 19 targets exceeded the plan. For example: The unemployment rate is expected to reach 2.54% by 2025 (target below 3%); the cremation rate will reach 82% (target 73-75%); The unemployment insurance participation rate reached 44.9% (target 40%); the health insurance coverage rate reached 95.25% (target 95%). Notably, Hanoi now has no poor households according to the city's standards…
Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi City People's Council, Nguyen Ngoc Tuan, Head of the Steering Committee for Program No. 08-CTr/TU of the City Party Committee, emphasized: The outstanding highlight of the Program is the full and timely implementation of regulations and policies; many specific policies have been issued. In particular, the city prioritizes resources for infrastructure investment in rural areas, ethnic minority regions, and mountainous areas. The healthcare, education, and social security networks have been strengthened, creating conditions for people to access essential public services conveniently and meeting their needs.
Expanding the scope of beneficiaries
A highlight in the implementation of Program No. 08-CTr/TU is the proactive role played by the Vietnam Fatherland Front and political and social organizations in the city in disseminating information, mobilizing the people, and effectively monitoring and organizing social security activities. In particular, the implementation of policies to support people, workers, and businesses affected by the Covid-19 pandemic has created an important foundation for socio-economic recovery and development. The city also organized many activities to care for the material and spiritual lives of the people, such as giving Tet gifts with higher value and expanding the scope of recipients; promoting policy credit programs to create jobs, increase stable income for people, and support poor households and policy beneficiaries in accessing preferential capital for production and business.
The results of these activities have significantly improved the material and spiritual lives of the people of Hanoi. Average per capita income in 2024 is estimated at 7,546,000 VND/person/month. By 2025, the city will have no poor households, maintaining the status of preventing households from falling back into poverty and preventing the emergence of new poor households according to Hanoi's poverty standards. “Social policies have been fully, promptly, and effectively implemented. The material and spiritual lives of the people are increasingly improved. This confirms that Program No. 08-CTr/TU of the City Party Committee has demonstrated its superiority and humanity,” emphasized Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council.
From sturdy houses replacing dilapidated ones scattered across the city to the relieved smiles of residents as they move to new homes with means of livelihood and opportunities, social welfare demonstrates that it is not just a major policy, but a vibrant reality in the lives of Hanoi's people. These practical results are also clear evidence of the involvement of the entire city's political system in implementing Program No. 08-CTr/TU of the Hanoi Party Committee, contributing to building a civilized and modern capital city that remains true to its purpose and values.
