Piloting a special mechanism for urban railways in Hanoi and Ho Chi Minh City

The Government has just issued Resolution No. 318/NQ-CP on the plan to implement Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

The plan aims to institutionalize and fully implement the viewpoints, goals, tasks and solutions set out in Resolution No. 188/2025/QH15 of the National Assembly .

The urban railway projects in the two cities are large-scale, require high and modern technology and techniques, and are being implemented very urgently; the National Assembly has allowed the application of many specific and special mechanisms and policies for implementation. In order for the project implementation to meet the required quality and progress, in addition to the tasks of developing and promulgating legal documents, ministries, ministerial-level agencies, and provincial People's Committees organize the implementation of Resolution No. 188/2025/QH15 to ensure publicity, transparency, and efficiency, and to avoid policy profiteering, loss, and waste.

In which, Hanoi and Ho Chi Minh City are the governing bodies, coordinating with relevant ministries, branches and localities to organize the implementation of this Resolution to ensure publicity, transparency, efficiency, feasibility and progress, avoiding policy profiteering, loss and waste; directing departments, branches and localities to organize the implementation to ensure consistency, unity and efficiency.

The Resolution requires Hanoi and Ho Chi Minh City to preside over and coordinate with ministries and branches to review and adjust the planning of the area surrounding railway stations and depots, adjust planning indicators, architecture, technical infrastructure, and social infrastructure (if necessary) to implement land exploitation projects according to the TOD model; organize the establishment and approval of land exploitation projects according to the TOD model at urban railway stations and depots; arrange local budget capital to implement public investment projects to carry out compensation, support, and resettlement work according to the planning of the area surrounding railway stations to create land for auction for urban development according to the provisions of law...
