The assigned topic aims to assess the current status of human resources in the field of culture - tourism in Hue city in the current period; propose orientations and solutions for developing human resources in the field of culture - tourism in Hue city in the spirit of Resolution 54-NQ/TW of the Politburo ; develop a set of criteria to assess the quality of human resources in the field of culture - tourism in Hue city.

During the 2 years of implementation, the research team has systematized the theoretical basis and international experience on human resource development in the field of culture - tourism ; organized a survey of the current situation of 4 groups of subjects of more than 120 units operating in the field of culture - tourism in Hue city; built a set of criteria for assessing capacity with 4 core capacity groups (physical strength, expertise, skills, attitude) and an accompanying quantitative scale system; comprehensively analyzed the limitations and causes affecting the quality of current resources.

The research team also proposed a synchronous solution system consisting of 9 key solution groups, arranged in 3 stages: Short-term, medium-term and long-term until 2045; at the same time, providing an in-depth data system to serve policy planning and decision-making on local resource management.

The results of the project not only contribute important scientific arguments, management tools and assessment frameworks for Hue city in implementing Resolution No. 54-NQ/TW of the Politburo, but also contribute to enriching the theory of human resource development in the field of culture - tourism in heritage cities. In the context of transforming the growth model towards green, sustainable and digital environment, human resources will continue to be the central factor, playing a creative and leading role in the process of transforming cultural values ​​into driving forces for socio -economic development. In particular, Hue city with its unique heritage value system has the opportunity to take the lead in that development process.
