Ho Chi Minh City improves the quality of grassroots Party organizations.

Significant results have been achieved in Party building and rectification; consolidating grassroots Party organizations; and improving the quality of Party members within the Ho Chi Minh City Party Committee.

On the afternoon of May 6th, the survey team of the Central Organizing Committee worked with the Standing Committee of the Ho Chi Minh City Party Committee on the work of building and rectifying the Party and the political system; consolidating and improving the quality of Party organizations and the contingent of Party members.

The survey team was led by Ms. Bui Thi Quynh Van, Member of the Central Committee of the Party and Deputy Head of the Central Organization Department. Receiving the team on the Ho Chi Minh City side were Mr. Le Quoc Phong, Member of the Central Committee of the Party and Permanent Deputy Secretary of the Ho Chi Minh City Party Committee; Ms. Van Thi Bach Tuyet, Deputy Secretary of the Ho Chi Minh City Party Committee; and leaders of various city agencies and units.

Reporting at the meeting, the Head of the Ho Chi Minh City Party Committee's Organization Department, Pham Thanh Kien, stated that significant results have been achieved in the work of Party building and rectification; consolidating grassroots Party organizations; and improving the quality of Party members within the Ho Chi Minh City Party Committee.

The Ho Chi Minh City Party Committee has maintained the comprehensive leadership of the Party, stabilized the political system, improved the quality of grassroots Party organizations, and developed Party members with positive changes in quantity, structure, and quality, while also paying attention to specific areas and target groups.

In addition, the implementation of Regulation No. 213-QD/TW on the responsibility of Party members who are working regularly to maintain contact with the Party organization and the people in their place of residence has basically become systematic.

At the meeting, Deputy Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet stated that after nearly a year of implementing the two-tiered local government model, Party building and the activities of mass organizations in Ho Chi Minh City are facing immense pressure regarding human resources.

Therefore, it is recommended that the Central Government allow Ho Chi Minh City to proactively balance and allocate personnel based on the overall staffing framework to suit the specific characteristics of each organization, agency, unit, and locality.

Regarding Party organizations in the non-state sector, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Le Quoc Phong, suggested that their operating methods should continue to be reformed in a flexible manner, suitable to each locality and type of enterprise.

This requires increasing the authority of local governments and businesses, creating conditions for Party organizations in this area to operate more effectively and substantively.

Regarding Party development work, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee said that targets should not be applied indiscriminately, but should be based on the actual situation and the capacity to generate resources in each locality and each unit to determine specific targets.

The focus is on developing the Party from the student base; emphasizing the cultivation and identification of potential Party members among workers, doctors, and medical staff… At the same time, promoting digital transformation in Party work and building an interconnected database of Party members.

Concluding the working session, Deputy Head of the Central Organization Department Bui Thi Quynh Van assessed that, through the survey in Ho Chi Minh City, the working group noted many valuable contents in the work of Party building and rectification; consolidating grassroots Party organizations and improving the quality of Party members from the rich practical experience of Ho Chi Minh City.

The achievements, along with the proposals and recommendations from Ho Chi Minh City, will be fully considered and recorded by the delegation to finalize the report and submit it to the competent authorities.
