
Improving the quality of leadership and management in the digital environment.
Presiding at the main venue was Comrade Nguyen Thanh Nghi, Member of the Central Committee of the Party, Standing Deputy Secretary of the Ho Chi Minh City Party Committee. Also attending at the main venue were: Comrade Dao Van Thanh, Deputy Director of the Digital Transformation and Cryptography Department, Central Party Office; Comrade Dinh Ba Nghia, Deputy Director of the Digital Transformation and Cryptography Department, Central Party Office; and Comrade Nguyen Manh Cuong, Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee.
Also attending were members of the City Party Committee; leaders and specialists from specialized agencies advising and assisting the City Party Committee; representatives from the Provincial Party Committee Office, representatives and specialists from specialized departments under the Provincial Party Committee Office, representatives from advisory and support agencies of the Provincial Party Committee and mass organizations under the Binh Duong Provincial Party Committee and the Ba Ria - Vung Tau Provincial Party Committee; and representatives and specialists from departments and divisions responsible for digital transformation under the Department of Science and Technology, the Ho Chi Minh City Digital Transformation Center, and the Information Technology Center - Ho Chi Minh City People's Committee Office.

The conference aims to create a high level of consensus in awareness, responsibility, and action throughout the Party and the city's political system to effectively implement digital transformation within the Party from the central to the grassroots level; and to synchronously and effectively deploy the shared Operational Management Information System software developed by the Central Party Office in Party agencies in Ho Chi Minh City. This will improve the quality of leadership and management work of Party committees, the Fatherland Front, and political and social organizations at all levels in the digital environment, meeting the requirements for sending, receiving, processing, and accessing documents anytime, anywhere, contributing to improved operational efficiency and work performance of leaders and staff to meet the new demands of the current digital transformation era.

According to the Master Plan for the Implementation of the Digital Transformation Project in Party Agencies, issued by the Steering Committee for Digital Transformation in Party Agencies, there are specific objectives for digital transformation in Party agencies from 2025 to 2028. These include key tasks such as developing digital infrastructure; developing digital platforms and applications; developing shared digital data; and ensuring information security and safety. Simultaneously, the task of developing human resources must also be undertaken.
The roadmap sets a target for 2025 that digitized data will be cleaned and regularly used. Additionally:
100% of the information systems and databases of Party agencies have been assessed and ensured information security according to the specified level.
100% of users accessing the Party's information systems and databases ecosystem have digital identification and centralized, unified authentication.
100% of information regarding organizational structure, staffing, party member records, cadres, civil servants, and public employees is digitized and implemented in a digital environment.
100% of cases, complaints, and signs of violations by officials, civil servants, and Party members are managed in a digital environment.
100% of the information and data requests regarding socio -economic issues for advisory and appraisal purposes are compiled, analyzed, and utilized through the digital environment.
100% of non-confidential documents are digitally signed, sent, received, and processed in a digital environment, and can be processed on mobile devices, anytime, anywhere.
100% of non-confidential records and documents, with the goal of digitizing and managing all confidential Party documents for use in a digital environment…


Prioritize organizing and cleaning up documents for handover.
The plan also requires provincial and municipal Party committees to establish or strengthen steering committees for the development of science, technology, innovation, and digital transformation at the provincial and municipal levels, chaired by the provincial or municipal Party secretary.
The Provincial/City Party Committee Office is the permanent agency, in line with the model of the Central Steering Committee. The Cryptography and Information Technology Department should be restructured or upgraded into the Digital Transformation and Cryptography Department, with its functions, tasks, organizational structure, and personnel strengthened to meet the required level of expertise and capacity in science, technology, and digital transformation for the specialized unit advising the Standing Agency of the Steering Committee. Appropriate incentive mechanisms and policies should be in place to support its role in advising on the implementation of Resolution 57-NQ/TW of the Politburo and the Digital Transformation Project in Party agencies.
In particular, priority should be given to classifying, organizing, and cleaning up files and documents for handover and digitization; focusing on handing over files and documents... at Party committees and Party agencies undergoing mergers or dissolution.
In addition, it is necessary to develop, issue, and implement a plan for the Digital Transformation Project, and regularly monitor its implementation; review programs, plans, projects, and initiatives related to information technology and digital transformation to ensure consistency, avoid duplication, and prevent waste...
