
Improving leadership and management quality in the digital environment
The main bridge was chaired by comrade Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee. Also attending were members of the City Party Committee; leaders and experts of specialized agencies advising and assisting the City Party Committee; representatives of the Provincial Party Committee Office, representatives of leaders and experts of specialized departments under the Provincial Party Committee Office, representatives of agencies advising and assisting the Provincial Party Committee and organizations under the Binh Duong Provincial Party Committee, Ba Ria - Vung Tau Provincial Party Committee; representatives of leaders and experts of departments and offices in charge of digital transformation work under the Department of Science and Technology, the Ho Chi Minh City Digital Transformation Center, and the Information Technology Center - Office of the Ho Chi Minh City People's Committee.

The conference aims to create high unity in awareness, responsibility and action throughout the Party and the city's political system to effectively implement digital transformation in the Party bloc from the Central to the grassroots levels; at the same time, synchronously, uniformly and effectively deploy the software of the Shared Operational Information System deployed by the Central Party Office in the Party agencies of Ho Chi Minh City. Thereby improving the quality of leadership and management of Party committees, the Fatherland Front and socio-political organizations at all levels in the digital environment, meeting the requirements of sending, receiving, processing and exploiting documents anytime, anywhere, contributing to improving the efficiency of management activities and work performance of leaders and specialists to meet new requirements in the current digital transformation period.

According to the Master Plan for implementing the Digital Transformation Project in Party Agencies issued by the Steering Committee for Digital Transformation in Party Agencies, there are specific goals for digital transformation in Party agencies from 2025 to 2028. These include the main tasks of developing digital infrastructure; developing digital platforms and digital applications; developing shared digital data; ensuring information safety and security. At the same time, implementing the task of developing human resources.
The roadmap is set for 2025 when digitized data is cleaned and used regularly. In addition:
100% of information systems and databases of Party agencies are assessed and information security is ensured according to level.
100% of users accessing the Party's ecosystem of information systems and databases have digital identification and centralized, unified authentication.
100% of information on organizational structure, payroll, party member records, cadres, civil servants and public employees are digitized and implemented in the digital environment.
100% of cases, complaints and denunciations, signs of violations by cadres, civil servants and party members are managed in the digital environment.
100% of requests for information and socio-economic data for consulting and appraisal work are synthesized, analyzed and exploited through the digital environment.
100% of non-confidential documents are digitally signed, sent, received, processed in a digital environment and can be processed on mobile devices, anytime, anywhere.
100% of non-confidential records and documents, aiming for all confidential documents of the Party to be digitized and managed and used in the digital environment...


Prioritize editing and cleaning documents for handover
The plan also requires provincial and municipal Party Committees to establish or perfect steering committees for science, technology, innovation and digital transformation development in provinces and cities, with the provincial and municipal Party Committee Secretary as the head of the committee.
The Provincial and Municipal Party Committee Offices are standing agencies, in line with the model of the Central Steering Committee. Complete or upgrade the Department of Cryptography - Information Technology into the Department of Digital Transformation - Cryptography, complete the functions, tasks, organization and personnel to meet the requirements of qualifications and capacity in science, technology and digital transformation of the specialized unit advising the Standing Agency of the Steering Committee, with appropriate mechanisms and policies to advise on the implementation of Resolution 57-NQ/TW of the Politburo and the Digital Transformation Project in Party agencies.
In particular, focus on prioritizing the classification, editing, and cleaning of records and documents for handover and digitization; focus on handing over records and documents... at Party committees and agencies that carry out mergers and dissolutions.
