Decision to adjust the planning of the smart city construction area in Dong Anh has been issued.

On the afternoon of July 20th, Chairman of the Hanoi People's Committee Tran Sy Thanh presented the Decision approving the partial adjustment of the detailed planning at a scale of 1/500 for both sides of the Nhat Tan - Noi Bai road (section 3) in the area of ​​the Smart City construction investment project, phases 1 and 2, to Bac Hanoi Smart City Investment and Development Joint Stock Company.

The objective of this planning adjustment is to concretize the Local Adjustment of the General Planning for the Construction of Hanoi Capital City until 2030 and with a vision to 2050, and the Local Adjustment of the GN and N8 urban sub-area planning at a scale of 1/5,000 in the area that has been approved by competent authorities, in accordance with current construction regulations and design standards.

Chairman of the People's Committee of Hanoi City, Tran Sy Thanh, presented the Decision approving the partial adjustment of the 1/500 scale detailed planning to the leaders of Sumitomo Group.

Simultaneously, the aim is to build a green, smart urban area with synchronized technical and social infrastructure to meet the criteria of urban models in developed countries. This involves using advanced and modern technologies, applying smart information technology to operate and manage the green urban area, saving energy, and improving the quality of life for urban residents.

Accordingly, the area subject to planning adjustment is located within the administrative boundaries of the communes of Hai Boi, Vinh Ngoc, and Kim No, Dong Anh district, Hanoi City. To the North, it coincides with the boundary of the main urban arterial road (Hoang Sa road) with a width of 72.5m. To the West, it coincides with the boundary of the main regional road with a width of 30m and the inter-regional road with a width of 40m. To the South, it coincides with the boundary of the Red River embankment road; it also coincides with the boundary of the Phuong Trach 2 pumping station project - the Phuong Trach pumping station canal project and the 17m wide sub-regional road bordering Phuong Trach village. To the East, it coincides with the centerline of the inter-regional road with a width of 50m and the boundary of the main regional road with a width of 30m (bordering Phuong Trach village).

The total land area within the scope of the revised planning study is approximately 140.23 hectares. The population size after the adjustment is approximately 21,110 people.

According to the approved detailed planning at a scale of 1/500 for both sides of the Nhat Tan - Noi Bai road, the area under review for planning adjustment has a total area of ​​approximately 140.23 hectares, divided into two zones.

Area A comprises the majority of planning zone 3.1 (planning zone 6-8 within the GN urban sub-area) and includes the following land use functions: Phuong Trach Lake water surface; 6 city public land plots; 8 city green space plots; 2 religious and belief relic land plots (Hung Long Tu Pagoda and Tinh Am Pagoda); 2 low-rise housing land plots; 1 Hai Boi village resettlement land plot; 1 residential unit public land plot; 1 kindergarten land plot; 1 residential unit green space land plot; and 1 parking lot and road land plot.

The area subject to local adjustment of the 1/500 scale detailed planning on both sides of the Nhat Tan - Noi Bai road (section 3), within the smart city investment project area for phases 1 and 2, covers approximately 140.23 hectares.

Zone B is part of planning zone 3.2 (within planning zone VIII.1.1 of urban sub-zone N8) and includes the following land use functions: 4 plots for 25-story apartment buildings; 1 plot for a kindergarten; 1 plot for a parking lot; and 1 plot for residential green space and transportation routes.

To be more specific and in accordance with the approved local adjustments to the GN urban sub-area planning, scale 1/5000 (planning zone 6-8); and the local adjustments to the N8 urban sub-area planning, scale 1/5000 (planning zone VIII.1.1), the following adjustments are now implemented:

In Area A, the shape of Phuong Trach Lake (the southern part of the lake) will be adjusted, ensuring a water surface area of ​​54 hectares. The green space system, walking paths around the lake, and low-rise housing plots will be reorganized to effectively utilize the urban landscape.

Adjustments will be made to create a complete residential unit with the following functions: land for schools, kindergartens, public spaces within the residential unit, green spaces within the residential unit, residential land (high-rise and low-rise), mixed-use high-rise residential land, and transportation routes. Mixed-use high-rise residential plots will be located on the side adjacent to the Left Red River dike.

Areas to be retained in their current state include the existing Hai Boi Commune Health Station land; the boundaries of religious and historical sites will be reviewed and adjusted to ensure they are consistent with the actual situation.

Regarding the population of area A, according to the approved 1/500 detailed plan, the population was approximately 740 people; now, with the addition of approximately 10,498 people, the adjusted population is 11,238 people (consistent with the approved local adjustment of the GN zoning plan in plots 6-8).

In Zone B, the function of the apartment plots will be adjusted to mixed-use plots, the building height will be increased from 25 to 45 floors, the layout and shape of the plots will be redesigned, and green spaces and parking areas will be added to serve the entire area, aligning with the smart city model and the TOD (Transit-Oriented Development) zone, with the advantage of being adjacent to a station of the Metro Line 2.

The population of area B, according to the approved detailed plan, was approximately 3,072 people. Now, with the addition of approximately 6,800 people, the adjusted population is 9,872 people (consistent with the approved local adjustment of the N8 urban sub-area plan in zone VIII.1.1).

Speaking at the ceremony, Mr. Shiomi Keigo, General Director of Sumitomo Group for the Asia-Oceania region, emphasized: "The Smart City project is very important to Sumitomo Group and its strategic partner, BRG Group . We aspire to create a new urban center of international stature in Vietnam, serving as a foundation to lead a new era for the ASEAN region."
