Bac Binh is one of the districts with the largest ethnic minority population in the province. The majority of ethnic minorities still face many difficulties in their lives. Therefore, Bac Binh district has always paid close attention to ethnic affairs over the years.
With funding from the central government, the province and districts have continuously invested in building a comprehensive infrastructure system to serve the socio -economic development of ethnic minority areas. They have focused on improving the efficiency of agricultural land use, linking production and cultivation with the development of livestock farming and other industries and services, increasing income, and achieving rapid and sustainable poverty reduction. They have also comprehensively developed education, training, healthcare, and culture. Furthermore, they have preserved and promoted the beautiful cultural identity of ethnic minorities, invested in cultural facilities, and improved the material and spiritual lives of the people. Implementing gender equality and addressing urgent issues for women and children has contributed to improving the material and spiritual lives of the people. Mr. Mai Van Vu, Chairman of the Bac Binh District People's Committee, stated: To ensure the effective implementation of the programs, the Bac Binh District People's Committee has allocated a capital plan for the National Target Program on socio-economic development in ethnic minority and mountainous areas in the district for the period 2021-2025 totaling 77.726 billion VND, of which 67.588 billion VND comes from the central government budget and 10.138 billion VND from the local budget (provincial and district). This capital is invested in socio-economic development, national defense and security in ethnic minority areas, following the principle of comprehensive, synchronized, and unified resource concentration. The goal is sustainable development and effective exploitation of the potential and strengths of each region, promoting the self-reliance of ethnic minorities. This also aims to strengthen national unity and the trust of ethnic minorities in the Party and the State. Mobilize, attract, and utilize all resources to invest in the socio-economic development of ethnic minority areas at a rapid and sustainable pace, with state resources being crucial and decisive. Strengthen international cooperation, diversify and socialize resources. Ensure and enhance the effectiveness of investment resources, prioritizing focused and targeted investments, concentrating on particularly difficult areas. Develop the socio-economic conditions of ethnic minority and mountainous areas in conjunction with building a strong grassroots political system, effectively addressing pressing issues; promote vocational training and job creation in ethnic minority and mountainous regions.
According to the Ethnic Affairs Department of Bac Binh district, from 2021 to the present, the district has provided support to 37 households lacking residential land, 106 households lacking housing, and 94 households lacking production land. The district has expanded the water supply system in Doc Da hamlet, Phan Lam commune; the water supply line in Tan Dien hamlet, Phan Dien commune; the line in Hoa Binh hamlet ; and the line in Tu Son hamlet, Song Luy commune. The water supply system in Phan Thanh commune has been upgraded. The road from Binh Tan to Phan Tien commune has been upgraded, and the Suoi Nhan bridge has been constructed. In addition, the district has upgraded and repaired the Ethnic Boarding School and several other projects with a total value exceeding 77.7 billion VND.
Mr. Mang Son, an ethnic minority resident in Phan Lam commune, shared: "Thanks to the focused and targeted investment policies from the central government to the province and district for ethnic minority areas, we people have benefited greatly. Households without land for production will be allocated land, households lacking land for housing will receive attention, and public infrastructure such as clean water, roads, and transportation will also be invested in systematically… Ethnic minorities are very grateful to the Party and the State for investing so that ethnic minorities can have a better life…"
I remember about two months ago, when Mr. Mai Van Vu and the Agribank Binh Thuan branch went to donate 150 million VND to three households with difficult housing situations in Phan Dien commune, many people came to greet the delegation and express their gratitude to the district and province. Some said that thanks to the district and commune closely monitoring the circumstances of each household, the investments were all used for the right purposes and brought practical benefits to the people.
