Synchronously deploy solutions to promote digital transformation in the province

The workshop was attended by members of the Provincial Digital Transformation Steering Committee, districts, cities and related agencies and units. The workshop was broadcast online to districts, towns, cities, communes, wards and towns in the province.

At the Workshop Regarding solutions to deploy and promote digital transformation in the province, representatives of the Blockchain Technology and Artificial Intelligence Institute ABAII and representatives of Gensys company shared and introduced 2 solutions, including: "Application of Blockchain and artificial intelligence (AI) to promote socio-economic and administrative management of Quang Binh province" and "Smart urban management using cameras on artificial intelligence platform". The solutions are all aimed at improving the efficiency of administrative management and smart urban areas in the province through artificial intelligence.

Speaking at the Conference, Mr. Tran Thang - Chairman of the Provincial People's Committee emphasized the role and importance of digital transformation to the life of each person in particular and the economic, cultural and social development of the country in general. The workshop on solutions to implement and promote digital transformation is one of the activities in response to the National Digital Transformation Day (October 10) of the province with the theme "Universalizing digital infrastructure and innovating digital applications for economic development - New driving force for economic growth and labor productivity".

The Chairman of the Provincial People's Committee also requested all levels and sectors to consult, research and apply appropriate solutions to improve the efficiency of management, administration, work settlement and provision of public services to people and businesses.

In the first 9 months of 2024, digital transformation work in the whole province continued to receive attention, close direction and achieved some positive results. Regarding the development of digital government, shared software systems, information systems, specialized databases, and provincial electronic information portals/pages were maintained and used effectively by agencies and units. The administrative procedure settlement information system (TTHC) maintained stable operation, currently providing 964 online public services (837 full-process public services; 205 partial public services); the rate of online records on the Provincial Public Service Portal reached 76.15%, the rate of TTHC with financial obligations requiring online payment transactions reached 87.94%; the rate of online payment reached 50.45%. The digitization of administrative procedure records has been of interest to agencies and units. Up to now, the total number of records and results of administrative procedure settlement of agencies and units that have been digitized to the province's Digital Data Warehouse is 190,163/210,899 administrative procedure records (the digitization rate of the whole province is 90.17%).

Regarding the development of digital economy and digital society: The provincial police have actively guided citizens to use the utilities of the VNeID application such as: integrating information and documents; performing online public services, replacing the presentation of CCCD cards when taking flights for domestic flights... In the third quarter, the whole province received 26,728 applications for ID cards and 13,168 applications for ID cards. Electronic identification account registration form; 100% of provincial hospitals and district/city medical centers deploy cashless electronic payments, of which 11 units have deployed cashless payments integrated with medical examination and treatment software.

Concluding the conference, the Chairman of the Provincial People's Committee highly appreciated the achieved results and pointed out the remaining limitations in the digital transformation work in the first 9 months of 2024. The Chairman of the Provincial People's Committee requested the Department of Information and Communications to coordinate with the Provincial Police to continue promoting the role and responsibility of the standing agency, advising the Provincial People's Committee to direct, deploy, inspect and urge digital transformation tasks and implement Project 06. For all levels and sectors, it is necessary to review the unachieved targets and focus on leading and directing the completion according to the progress of the year. In particular, it is necessary to promote the role of the Steering Committee for Digital Transformation at all levels, strengthen inspection, supervision and timely urging of digital transformation work in the area; pay attention to training and fostering for cadres, civil servants and public employees in general and cadres, civil servants and public employees working on digital transformation in particular, especially members of the community digital technology team; It is necessary to select, orient, and decide on the content and field of digital transformation to avoid waste and inefficiency.
