Implement comprehensive solutions to promote digital transformation throughout the province.

The workshop was attended by members of the Provincial Steering Committee for Digital Transformation, district and city leaders, and relevant agencies and units. The workshop was conducted online, connecting to locations in districts, towns, cities, and communes, wards, and townships throughout the province.

At the Workshop Regarding solutions for implementing and promoting digital transformation in the province, representatives from the ABAII Institute of Blockchain and Artificial Intelligence Technology and representatives from Gensys shared and introduced two solutions: "Applying Blockchain and Artificial Intelligence (AI) to promote socio-economic development and administrative management in Quang Binh province" and "Smart urban management using AI-powered cameras". Both solutions aim to improve the efficiency of administrative management and smart urban development in the province through artificial intelligence.

Representatives from the ABAII Institute of Technology introduced digital transformation solutions utilizing artificial intelligence.

Speaking at the conference, Mr. Tran Thang, Chairman of the Provincial People's Committee, emphasized the role and importance of digital transformation in the lives of individuals and the overall economic, cultural, and social development of the nation. The workshop on solutions for implementing and promoting digital transformation is one of the activities in response to the National Digital Transformation Day (October 10th) in the province, with the theme "Popularizing digital infrastructure and creating digital applications for economic development - A new driving force for economic growth and labor productivity".

The Chairman of the Provincial People's Committee also requested that all levels and sectors refer to, research, and implement appropriate solutions to improve the efficiency of management, administration, work resolution, and public service delivery to citizens and businesses.

In the first nine months of 2024, digital transformation across the province continued to receive close attention and guidance, achieving several positive results. Regarding the development of digital government, shared software systems, specialized information systems and databases, and the province's online portals/websites were effectively maintained and used by agencies and units. The administrative procedure processing information system maintained stable operation, currently providing 964 online public services (837 full-process online services; 205 partial online services); the percentage of online applications on the provincial public service portal reached 76.15%, the percentage of administrative procedures requiring financial obligations with online payment transactions reached 87.94%; and the online payment rate reached 50.45%. The digitization of administrative procedure records has been given attention and implemented by agencies and units. To date, the total number of records and results of administrative procedure resolution from agencies and units that have been digitized and uploaded to the province's digital data warehouse is 190,163 out of 210,899 administrative procedure records (the province-wide digitization rate has reached 90.17%).

Comrade Nguyen Xuan Ngoc – Deputy Director of the Department of Information and Communications – reported on the results of digital transformation work in the first nine months of 2024.

Regarding the development of the digital economy and digital society: The Provincial Police have actively guided citizens in using the features of the VNeID application such as: integrating information and documents; performing online public services, replacing the presentation of the Citizen Identity Card when boarding domestic flights… In the third quarter, the entire province received 26,728 applications for citizen identity cards and 13,168 applications for other national identity cards. Electronic identity registration records; 100% of provincial hospitals and district/city health centers have implemented cashless electronic payments, including 11 units that have integrated cashless payments with their medical examination and treatment software.

Concluding the conference, the Chairman of the Provincial People's Committee highly appreciated the achievements and pointed out the remaining limitations in the digital transformation work during the first nine months of 2024. The Chairman requested the Department of Information and Communications, in coordination with the Provincial Police, to continue to promote the role and responsibility of the standing agency, advising the Provincial People's Committee on directing, implementing, inspecting, and supervising digital transformation tasks and the implementation of Project 06. For all levels and sectors, it is necessary to review the unachieved targets and focus on leadership and direction to complete them according to the year's schedule. In particular, it is necessary to promote the role of the Steering Committee for Digital Transformation at all levels, strengthen inspection, supervision, and timely supervision of digital transformation work in the province; pay attention to training and fostering cadres, civil servants, and public employees in general, and those working on digital transformation in particular, especially members of community digital technology teams. It is necessary to make choices, provide direction, and make decisions regarding the content and areas of digital transformation in order to avoid waste and inefficiency.
