In the first quarter, the ethnic and religious situation in the province remained stable, political security and social order were ensured; creating a close relationship between ethnic minorities, religious organizations and the government at all levels.
This information was reported by a representative of the Department of Ethnic Minorities and Religions at the conference summarizing the work on ethnic minorities and religions in the first quarter of 2025.
Ms. Nguyen Thu Tu, Director of the Department of Ethnic Minorities and Religion, delivered a speech at the conference.
The sector's work is implemented according to the set program and plan, ensuring progress and quality as prescribed; guidance and management are carried out regularly, closely following the direction of the Provincial People's Committee, the Chairman of the Provincial People's Committee, and the sector's political tasks.
Accordingly, with the assigned task of being the lead agency managing the National Target Program for socio -economic development in ethnic minority and mountainous areas for the period 2021-2030, phase 1 from 2021-2025 (the Program) in the province, the Ethnic Affairs Committee (now the Department of Ethnic Affairs and Religion) coordinated with relevant agencies and units to accelerate the implementation and disbursement of funds for projects, sub-projects, and component contents of the Program.
The planned capital for the Program in 2024 is VND 76,448 million; of which, the planned capital for 2023 is VND 23,742 million; and the planned capital for 2024 is VND 52,706 million. In the first quarter, VND 24,047 million has been disbursed; of which, VND 9,255 million is from the 2023 plan and VND 14,792 million is from the 2024 plan. Cumulatively from the beginning of 2024 to the reporting date, VND 65,700 million has been disbursed, reaching 85.9% of the planned capital for 2024.
Ms. Tran Thi Tuyet Nga, Chief of the Department's Office, informed: "The investment capital plan for development (phase 1) to implement the Program in 2025 has been allocated 52,145 million VND, of which 41,923 million VND comes from the central budget and 10,222 million VND from the provincial budget. Currently, the units assigned to lead the implementation are in the process of completing the preparation work and related documents and procedures; no disbursement figures have been released yet."
In addition, implementing policies for influential figures among ethnic minorities, activities have been organized such as: supporting operational costs; organizing visits and providing material support and moral encouragement to influential figures according to prescribed standards and regulations; and organizing trips for delegations of influential figures from the province to study and exchange experiences in some provinces in the Eastern and Central regions.
Regarding the activities for the Chôl Chnăm Thmây New Year celebration in 2025, Mr. Huỳnh Công Thiệu, Head of the Ethnic Affairs Department, said that this year's Chôl Chnăm Thmây New Year celebration for the Khmer ethnic group will be organized with two main contents: gatherings and the formation of delegations to visit and give New Year gifts, and disburse policy benefits to eligible recipients in accordance with regulations, with the aim of bringing a joyful, safe, and economical atmosphere to the people.
Regarding state management of beliefs and religions, the Department has advised on the development and submission to the Provincial People's Committee for consideration and promulgation of documents related to beliefs and religions. At the same time, it organized visits and gift-giving to religious organizations and individuals on the occasion of the Lunar New Year of the Year of the Snake 2025, the Thượng Ngươn festival of Cao Đài sects in the province; and received delegations from religious organizations and affiliated religious groups visiting and extending New Year greetings for the Lunar New Year of the Year of the Snake 2025.
In addition to representatives from the Department's Board of Directors and various departments, the conference participants also included representatives from the Internal Affairs Departments of the districts and the city of Ca Mau .
In the second quarter, the Department of Ethnic Minorities and Religion set out 8 key tasks in ethnic affairs and 7 key tasks in religious affairs. These include tasks such as: advising on the organization of gatherings and visits to celebrate the Chôl Chnăm Thmây New Year of the Khmer ethnic minority in the province in 2025; advising on the development of the Project "Preserving the language and script of ethnic minorities in Ca Mau province"; continuing to coordinate with relevant agencies and localities to direct the acceleration of implementation and disbursement of funds for the Program; organizing visits and gift-giving to religious organizations and individuals on important religious holidays: Easter 2025 for Catholicism and Protestantism; Buddha's Birthday PL.2569 for Buddhism and the founding ceremony of Hoa Hao Buddhism; The Provincial People's Committee Chairman's Office is advised to announce amendments and additions to the set of administrative procedures in the field of religion and belief under the authority of the Provincial People's Committee, the Department of Ethnic Minorities and Religion, and the People's Committees of districts and communes in the province.
