Implement many practical programs to develop ethnic minority areas

In the first quarter, the ethnic and religious situation in the province was maintained stably, political security and social order and safety were ensured; creating a close relationship between ethnic minorities, religious organizations and authorities at all levels.

The above information was reported by a representative of the Department of Ethnic Minorities and Religions at the conference to review ethnic and religious work in the first quarter of 2025.

Ms. Nguyen Thu Tu, Director of the Department of Ethnic Minorities and Religions, spoke at the conference.

The work of the industry is implemented in accordance with the set programs and plans, ensuring progress and quality according to regulations; the direction and management work is carried out regularly, closely following the direction of the People's Committee, Chairman of the Provincial People's Committee and the political tasks of the industry.

Accordingly, with the decentralized task of being the agency in charge of managing the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period, Phase 1 from 2021-2025 (Program) in the province, the Ethnic Committee (now the Department of Ethnic Minorities and Religions) coordinates with relevant agencies and units to accelerate the implementation progress and disbursement of capital for projects, sub-projects, and components of the Program.

The capital plan to implement the Program in 2024 is 76,448 million VND; of which, the capital plan in 2023 is 23,742 million VND; the capital plan in 2024 is 52,706 million VND. In the first quarter, 24,047 million VND was disbursed; of which, the capital plan in 2023 is 9,255 million VND, the capital plan in 2024 is 14,792 million VND. Accumulated from the beginning of 2024 to the reporting time, 65,700 million VND has been disbursed, reaching 85.9% of the capital plan to be implemented in 2024.

Ms. Tran Thi Tuyet Nga, Chief of Office of the Department, informed: "The development investment capital plan (phase 1) to implement the 2025 Program is allocated 52,145 million VND, of which the central budget is 41,923 million VND, the provincial budget is 10,222 million VND. Currently, the units assigned to take charge of implementation are in the process of completing the preparation work and related documents and procedures, and there has been no disbursement data yet."

In addition, implementing policies for prestigious people among ethnic minorities, activities have been organized such as: supporting operating costs; organizing visits, providing material support, and spiritual encouragement to prestigious people according to the prescribed norms and regimes; organizing delegations of prestigious people of the province to study and exchange experiences in some provinces in the East and Central regions.

Regarding the activities of organizing Chol Chnam Thmay festival in 2025, Mr. Huynh Cong Thieu, Head of the Ethnic Affairs Department, said that this year, the Khmer people's Chol Chnam Thmay festival will be organized with two main contents: meeting and establishing delegations to visit, give Tet gifts, and pay policies to beneficiaries in accordance with regulations with the meaning of bringing a joyful, safe and economical atmosphere to the people.

Regarding the State management of beliefs and religions, the Department has advised on the development and submission to the Provincial People's Committee for consideration and promulgation of documents related to beliefs and religions. At the same time, it has organized visits and presented gifts to religious organizations and individuals on the occasion of the Lunar New Year 2025, the Shangyuan festival of Cao Dai sects in the province; received delegations of religious organizations and affiliated religions to visit and congratulate the Lunar New Year 2025.

In addition to representatives of the Department's Board of Directors and departments under the Department, the conference participants also included representatives of the Department of Internal Affairs of Ca Mau District and City.

In the second quarter, the Department of Ethnic Minorities and Religions set out 8 key tasks in ethnic affairs and 7 key tasks in belief and religion affairs. These include: advising on organizing meetings and visiting and wishing the Khmer people in the province a happy Chol Chnam Thmay in 2025; advising on developing the Project "Preserving the language and writing of ethnic minorities in Ca Mau province"; continuing to coordinate with relevant agencies and localities to direct the acceleration of implementation progress and disbursement of funds to implement the Program; organizing visits and giving gifts to religious organizations and individuals on the occasion of important holidays of religions: Easter 2025 of Catholicism and Protestantism; Buddha's birthday PL.2569 of Buddhism and the inauguration ceremony of Hoa Hao Buddhism; Advise the Chairman of the Provincial People's Committee to announce amendments and supplements to the set of administrative procedures in the field of religious beliefs under the authority of the Provincial People's Committee, the Department of Ethnic Minorities and Religions, and the People's Committees at district and commune levels in the province.
