Accordingly, in order to effectively carry out the task of developing a Code of Conduct for Culture in the Digital Environment according to the 2025 Implementation Plan of the Steering Committee on Science, Technology, Innovation, Digital Transformation, Administrative Reform and Project 06, the Ministry of Culture, Sports and Tourism issued a Plan to implement the development of a Code of Conduct for Culture in the Digital Environment.
The purpose of developing the Code of Conduct for Culture in the Digital Environment is to institutionalize the major policies of the Steering Committee on science and technology development, innovation, digital transformation, administrative reform and Project 06 on developing the Code of Conduct for Culture in the Digital Environment.
Issuing a Code of Conduct on Child Protection in the Online Environment
Orienting behavior, attitudes, and cultural, civilized, and law-abiding conduct in the digital environment, aiming at cultural, ethical, and humane values, contributing to preserving Vietnamese cultural traditions and building a safe, trustworthy, and law-abiding digital environment.
Raise awareness and responsibility of users of the digital environment, especially social networks, in sharing and spreading accurate and positive information, and preventing fake news and toxic news.
Encourage content creators and online users to build, create, and spread content with humanistic values, promote national cultural values and identities, and contribute to promoting Vietnamese culture to the world.
Strengthen the role of organizations and individuals in building online culture, protecting the legitimate rights and interests of users, especially children. Improve the effectiveness of state management and promote the social responsibility of technology platforms.
The development of the Code of Conduct must ensure feasibility, compliance with current laws and the ability to be widely applied, especially on social networking platforms, online forums, and electronic press systems.
Codes of conduct need to be built on the principles of self-awareness and self-management, integrating traditional national cultural values with the integration and development requirements of modern digital society.
Digital platforms implement measures to control and manage content in the digital environment, ensuring the rights and safety of users, especially children.
According to the plan, the Department of Radio, Television and Electronic Information is assigned to preside over the development of the content of the draft Plan, outline and Draft Code of Conduct, summary reports, Submissions, related written documents or prepare the content at meetings and seminars.
At the same time, organize research, surveys, investigations, seminars and conferences to serve the development of the Decision to submit to the Prime Minister. Preside and coordinate with relevant units to organize the implementation of contents according to the Plan approved by the Ministry's leaders.
The Department of Grassroots Culture, Family and Library and other relevant units are responsible for reviewing, proposing, coordinating the development or implementation of contents related to the areas in charge in developing the Prime Minister's Decision on promulgating the Code of Conduct in the digital environment.
