On the evening of June 26th, the Cyber Security and High-Tech Crime Prevention Department (Cyber Security Department) of the Lam Dong Provincial Police announced that it had coordinated with the Information Security Department of the Cyber Security Bureau ( Ministry of Public Security) and Market Management Team No. 11 – Hanoi City Market Management Department to dismantle two large-scale networks involved in the buying and selling of cheating devices for exams nationwide, just before the 2023 high school graduation exam, and seized numerous pieces of evidence.
Police discovered and seized numerous items used for cheating in exams.
Accordingly, through cybersecurity efforts and ensuring security and order during the 2023 high school graduation exam, in late May 2023, the Cybersecurity Department ( Lam Dong Provincial Police) discovered two groups of individuals using cyberspace (mainly conducting transactions via Zalo and Facebook) to advertise and sell Wi-Fi cameras, miniature earphones, and GPS tracking devices to assist in exam cheating to individuals in Lam Dong province.
On June 23, the Cyber Security Department (Lam Dong Provincial Police) coordinated with the Duc Trong District Police (Lam Dong) to summon HNH (31 years old, residing in Lien Nghia Town, Duc Trong District) to clarify his actions of creating and using a "fake" Facebook account named "NB" to post numerous advertisements for "selling and renting miniature devices for cheating on exams" in forums and social media groups in Lam Dong.
Lam Dong police are working with HNH.
During questioning, H. confessed that while doing online business, he noticed many people needed to buy miniature devices to cheat on exams. Therefore, he copied images and posts from fan pages selling these devices and used fake accounts to post advertisements. When customers contacted him, H. bought the devices from fan pages in Hanoi and Ho Chi Minh City and resold them at a higher price to make a profit. H. further confessed that he bought a set of devices to try out; however, he was discovered and confiscated by authorities before he could sell them to customers.
Subsequently, on the morning of June 26th, the Cyber Security Department (Lam Dong Provincial Police) coordinated with the Da Lat City Police (Lam Dong) to summon two individuals, LKP (23 years old, residing in Ward 10, Da Lat City) and CTTh.L (23 years old, residing in Ward 9, Da Lat City), for their involvement in ordering and renting exam cheating devices via social media.
Lam Dong police are working with CTTh.L, a dealer of exam cheating devices in Da Lat.
Through questioning, P. and L. stated that they rented the cheating devices from a fanpage called "Rent Miniature Headphones" managed by the "N.D.G" group in Hanoi; the "N.D.G" group also organized a nationwide cheating ring for foreign language certificate exams using high-tech equipment for many years.
After receiving the information, the Lam Dong Provincial Police reported the matter and requested the Cyber Security Department (Ministry of Public Security) to cooperate and assist in dismantling the criminal ring.
On the afternoon of June 26th, the Cyber Security Department (Lam Dong Provincial Police) coordinated with the Information Security Department of the Cyber Security Bureau (Ministry of Public Security) and Market Management Team No. 11 - Hanoi City Market Management Department to conduct an administrative inspection and discovered that N.D.G (33 years old, from Bac Ninh, temporarily residing in Kien Hung Ward, Ha Dong District, Hanoi City) was buying and selling high-tech equipment used for cheating in exams.

The items seized from G.'s house included 10 sets of miniature earphones, 10 Nokia phones with wires connected to a small microphone, and 10 miniature magnetic earpieces, approximately 2 mm in size, along with hundreds of electronic components to assemble recording devices for cheating in exams.
G. confessed that, during use, the user inserted a tiny earpiece into their ear canal, and a phone with a SIM card and microphone was hidden in their clothing to communicate outside the exam room. In addition, they combined this with a miniature button-shaped camera device that automatically recorded and photographed the exam questions, sending them outside. The group outside would then receive the video and images of the exam questions via software, solve the questions, and read the answers back inside through the tiny earpiece.
The evidence and equipment used for cheating in exams were found at G's house.
G. also confessed that, since 2018, through his research, he learned that many students and workers needed to buy and use secret audio and video recording devices to cheat on exams. Therefore, G. contacted several other people and ordered these devices from abroad via the internet to buy, install, and sell these miniature disguised devices for exam cheating to make a profit.
Over the years, G. has sold hundreds of sets of equipment at prices ranging from 1 to 6 million VND per unit.
The police are currently working to expand their investigation and clarify the actions of these individuals in order to prosecute them according to the law.
