With 70% of its population dependent on agricultural production, 12 years ago, Trieu Phong district embarked on the New Rural Development program from a low starting point. However, thanks to the high efforts and determination of the local Party committee, government, and people, all 17 communes in the district have now met the New Rural Development standards; 2 communes have met the advanced New Rural Development standards; and the district has met all 9 criteria for a New Rural Development district.

Recognizing the importance of the New Rural Development program for socio-economic development in the locality, from the very beginning of its implementation, Trieu Phong district has deployed a comprehensive set of tasks and solutions, establishing a steering committee and coordination office at the district and commune levels to direct and organize the program's implementation.
In particular, the Trieu Phong District Party Committee has issued a specialized resolution on the national target program for building new rural areas; the District People's Committee has developed a plan for building new rural areas at the district level. At the same time, it annually develops plans, roadmaps, and specific solutions for implementing the new rural area construction program.
Based on this, Party committees, government agencies, the Fatherland Front, and mass organizations at all levels should focus on strengthening propaganda work to ensure that people understand their role as key players in the New Rural Development program; the people should be consulted, decide, and participate in the implementation of all projects and tasks related to the New Rural Development program.
Innovation in thinking and doing, relying primarily on the strength of the people, is the key factor contributing to the success of the New Rural Development program in Trieu Phong. Along with investment resources from all levels and other mobilized resources, over the past 12 years, the people have contributed hundreds of billions of dong and thousands of man-days to build infrastructure and improve rural living standards, especially in fulfilling the criteria for New Rural Development.
As a coastal commune, when the New Rural Development program began, Trieu Van only met 4 out of 19 criteria. To effectively implement the New Rural Development program, the Party committee, government, Fatherland Front, and mass organizations focused on promoting awareness among the people about the program and their role as key stakeholders. This encouraged proactive efforts to leverage local resources and secure support from higher levels to complete the program according to plan.
Chairman of Trieu Van Commune People's Committee, Nguyen Van Lam, said: "When people clearly understand and know their role in the process of building new rural areas, the implementation of the program is carried out more smoothly. Thanks to this, from a disadvantaged commune, the new rural area construction program has brought a new look to the rural area of Trieu Van, improving the material and spiritual lives of the people, with average per capita income reaching 62.6 million VND in 2023; the poverty rate has decreased to 3.34%."
The rural transportation system is being gradually improved, basically meeting the travel and production needs of the people. The quality of education , health care, and culture is constantly improving, and the rural environment is noticeably improved. The commune is aiming to build an advanced new rural area and a model new rural area.”
The implementation process revealed that income and poverty were major obstacles to the New Rural Development program in Trieu Phong district. In 2011, when the program began, the poverty rate in the entire district was 23.11%; the average per capita income was only 10.2 million VND/person/year.
Recognizing the importance of improving people's quality of life, from the very beginning of implementing the New Rural Development program, Trieu Phong district identified poverty reduction and improving people's living standards as its top priority. Therefore, the district has decisively directed and focused all resources and solutions on poverty reduction, creating conditions for people to access preferential project capital for poor and near-poor households to develop production.
Furthermore, given its characteristics as a predominantly agricultural district, Trieu Phong district has effectively implemented the agricultural restructuring plan in building new rural areas, resulting in the formation and replication of many effective production models. Many models linking production with product consumption have brought high incomes to the people, such as organic rice production, high-quality rice production, intensive farming of tiger prawns and whiteleg shrimp, and high-tech pig and chicken farming models.
Thanks to this, after 12 years of implementing the New Rural Development program, the poverty rate in Trieu Phong district has decreased to 3.34%; the average per capita income in 2023 reached over 68.44 million VND, a six-fold increase compared to 2011. Along with improving people's lives, the district has also focused on investing in infrastructure comprehensively using funds from the State budget and contributions from the people.
To date, 100% of communes in the area have met the criteria for transportation, irrigation, electricity, schools, cultural facilities, rural trade infrastructure, information and communication, and residential housing. The rural landscape is becoming increasingly attractive, and the level of satisfaction among the people is steadily increasing.
Trieu Phong District aims to have 6 communes achieving advanced new rural area standards by 2025; the criteria for new rural communes, advanced new rural communes, and new rural districts will be continuously improved and sustained. Along with this, the multidimensional poverty rate will be reduced to below 3%; and the average per capita income will reach 80 million VND/person/year. Currently, the locality is continuing to focus on solutions to exploit its strengths in economic development, improve the lives of its people, while maintaining and improving the criteria according to the requirements of the new phase.
