Submit draft Decree on National Housing Fund before September 15

(Chinhphu.vn) - The Ministry of Construction has focused on developing and collecting comments from ministries, branches, localities, associations, and enterprises on the draft Decree regulating the National Housing Fund, expected to submit the draft to the Government before September 15.

Minister of Construction Tran Hong Minh said that, regarding institutional improvement and development of legal documents, in August 2025, the Ministry of Construction submitted to the Government a draft Decree amending and supplementing a number of articles of the Decrees in the field of inland waterway and railway transport; a draft Agreement and a Protocol between Vietnam and China on joint construction of cross-border traffic works in the Thanh Thuy international border gate area; the Minister of Construction issued a Circular under his authority and urgently developed 3 draft Laws (Law on Civil Aviation of Vietnam (replacement), Law on Construction (amended), Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning) to ensure the progress of submission to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly.

Long Thanh Airport will be completed on December 19, 2025

Implementing the policy of promoting decentralization and delegation, on August 12, the Ministry of Construction successfully organized a Seminar with localities to deploy legal documents on decentralization, delegation of authority, and assignment of authority in the field of state management of the Ministry in order to grasp, answer, guide, and promptly remove difficulties and obstacles in the process of implementing the provisions of the law on decentralization and delegation of authority associated with the 2-level local government model.

The Ministry has also established a Working Group to work and grasp the implementation of tasks related to the scope of state management at the local level and the Working Group has immediately deployed to work with localities (HCMC, Dong Nai , Thai Nguyen...) to receive, guide and resolve recommendations from localities.

Regarding construction investment management, the Ministry of Construction has focused on directing the acceleration of implementation, completion, ensuring quality, progress, labor safety, etc. at key projects such as: High-speed railway project on the North-South axis; Investment project to build the Lao Cai - Hanoi - Hai Phong railway line, Investment project to build Long Thanh International Airport phase 1... and a number of other projects.

"The Long Thanh International Airport project will basically be completed on December 19 and put into use in 2026. Currently, the construction progress at the site is very positive, Dong Nai province has created favorable conditions for the investor in terms of clearing materials, connecting roads... although there is a lot of rain in Dong Nai and Binh Duong, it does not affect the airport construction", the Minister of Construction reported.

In addition, the Ministry also actively urged investors/project management boards to direct contractors to closely follow the detailed construction plan, arrange finance, human resources, materials, and work in 3 shifts and 4 teams to ensure progress as required; urgently work with local authorities to speed up site clearance progress, ensure sufficient material supply for projects, especially projects in the Southern region.

The Ministry of Construction continues to actively and with high determination to accelerate the disbursement of public investment capital, striving to complete 100% of the 2025 public investment plan assigned by the Prime Minister. To date, the Ministry has disbursed about VND 32,234 billion (reaching 37% of the plan assigned by the Prime Minister).

Groundbreaking ceremony for 67 social housing projects

Implementing the Politburo's Conclusion in Notice No. 81-TB/TW on the policy of investing in building schools for border communes, the Ministry of Construction has planned and organized the design of a model of inter-level boarding schools to promulgate and transfer to localities for research and application in the direction of meeting national standards, creating a learning and living environment that ensures conditions for children of ethnic minorities in border communes to develop well, creating qualified human resources for ethnic minority areas.

"The Ministry of Construction has developed 14 school designs for border communes. However, localities also need to continue to clarify the model of semi-boarding or boarding schools to ensure living conditions for students," the Minister suggested.

Regarding housing and real estate market management, the Ministry of Construction has focused on developing and collecting comments from ministries, branches, localities, associations and enterprises on the draft Decree regulating the National Housing Fund. On August 7, the Ministry of Justice held a meeting to review the draft Decree and the Ministry of Construction plans to submit it to the Government before September 15.

As of August 20, the whole country has completed 36,962/100,275 social housing units; started 67 projects with a scale of 53,427 units (an increase of 30,329 units compared to July 2025). In the first 8 months of 2025, the Ministry of Construction organized 29 inspection teams to urge and guide the removal of difficulties and obstacles to promote the implementation of social housing projects in localities. After the inspection, the Teams issued notices requesting localities to resolutely implement and ensure the completion of the targets assigned by the Prime Minister.

It is worth mentioning that regarding the real estate market, Minister Tran Hong Minh said that prices are increasing but there are few actual buyers and many projects are left empty.

Faced with this situation, the Ministry of Construction is compiling reports and assessing difficulties and obstacles in the implementation of the 2023 Law on Real Estate Business and documents guiding the implementation of the Law by provinces and centrally run cities, to prepare for the research and amendment of the 2023 Housing Law.

At the same time, develop a Decree on the national housing fund, promote the development of social housing to create supply for the market; accelerate the implementation of the pilot project on the model of "Real estate transaction center and land use rights managed by the State"; the national database system on housing and real estate market is connected with the national database on population, notarization, land, investment, construction activities, etc.
