On June 21, the Government Office reported conclusion 235 of Deputy Prime Minister Tran Luu Quang at the meeting on transferring the National Power System Dispatch Center (A0) to the Ministry of Industry and Trade.
Accordingly, Deputy Prime Minister Tran Luu Quang directed the Ministry of Industry and Trade to absorb the opinions of ministries and agencies at the meeting; preside over and coordinate with the State Capital Management Committee at enterprises and relevant ministries and branches to urgently develop and complete the Project to transfer A0 to the Ministry of Industry and Trade in the form of a single-member limited liability company (LLC) in accordance with the law, and submit it to the Prime Minister in August 2023.
In particular, it is necessary to fully assess the impacts and problems that may arise, and solutions to overcome them, ensuring continuous and effective operation of the national power system, meeting the requirements for safe, reliable and efficient operation of the national power system, and maintaining energy security for the country.

The Ministry of Industry and Trade is also assigned to continue to strengthen regular, direct and comprehensive supervision of A0 according to regulations until the transfer of A0 to this Ministry is completed, ensuring that the national power system dispatching activities must be effective, public, transparent, optimally exploiting and operating the national power system, providing enough electricity for production, business and people's consumption.
Previously, according to the proposal of the Ministry of Industry and Trade, the transfer of management and direction of A0 from EVN to the Ministry of Industry and Trade could be carried out according to 1 of 2 options.

Option 1: A0 becomes a public service unit providing power system operation and electricity market management services under the Ministry of Industry and Trade.
Option 2: A0 becomes a 100% State-owned Power System Operation and Electricity Market Management LLC under the Ministry of Industry and Trade.
Commenting on this proposal, the Ministry of Home Affairs said: In case A0 is converted into a public service unit, it will be entangled with many related legal documents (on organizational structure, policy mechanisms, bidding, price management, etc.) and will not be able to separate the business function from the state management function as required in Resolution No. 55-NQ/TW and will not meet the development roadmap of A0 in Decision No. 168/QD-TTg of the Prime Minister.
Therefore, the Ministry proposed option 2. "A0 operating under the model of a one-member LLC will have the conditions to attract high-quality human resources, meeting the requirements of the national power system dispatching task (this is very difficult to do if A0 is converted into a public service unit), ensuring compliance with the price and fee management mechanism (power system dispatching fee and electricity market transaction management fee are stipulated as a cost component of electricity price, similar to electricity transmission price) according to the provisions of the Electricity Law", the Ministry of Home Affairs commented.
