TTCS has the power and fundamental difference from other forms of communication.

According to Deputy Minister of Information and Communications Bui Hoang Phuong, up to now, there has been no communication method that can replace Grassroots Information in transmitting information to each household, to each person, especially people in mountainous areas, remote areas.

On the morning of December 27, in Hanoi, the Department of Grassroots Information (TTCS), Ministry of Information and Communications (MIC) held a conference to review the work in 2024 and deploy tasks in 2025. Deputy Minister of MIC Bui Hoang Phuong attended and chaired the conference.

Basic information effectively serves the direction and administration of grassroots Party committees and authorities.

Reporting on the work of the Public Information Center in 2024, Director of the Public Information Center Department Nguyen Van Tao said: In 2024, the Public Information Center will continue to affirm the role of the media system that directly reaches the people and effectively serves the direction and administration of the Party Committees and local authorities, contributing to the successful implementation of the socio -economic development tasks of the country and localities, creating consensus and social trust in the leadership of the Party and the management of the State.

According to Director Nguyen Van Tao, as of December 15, 2024, the country had 9,863 commune, ward and town radio stations, reaching 96%, up 1% over the same period, of which 3,775 radio stations applied IT-VT, accounting for 38.3%, up 17.5% over the same period.

There are 666 radio and television stations in districts, towns, and cities, of which 625 radio and television stations have merged into the Center for Culture, Information and Sports or the Center for Communication and Culture at the district level, accounting for 93.84%, an increase of 3.3% over the same period in 2023.

Director of the Department of Information and Communications Nguyen Van Tao reported on work in 2024 and deployed tasks in 2025.

Up to now, there have been 8,471 electronic information pages of communes, wards and towns, reaching 79.9%, an increase of 11.2% over the same period in 2023; 2,064 electronic public bulletin boards of communes, wards and towns, reaching 20.0%; 4,024 communes, wards and towns have OA Zalo information pages at the grassroots level to create an interactive communication channel between the grassroots government and the people, reaching 40%; more than 200,000 grassroots propagandists in villages and residential groups.

In 2024, the public information sector has achieved many outstanding results. Specifically, the Public Information Sector Department has advised the Ministry of Information and Communications to draft and submit to the Government for promulgation Decree No. 49/2024/ND-CP dated May 10, 2024 regulating public information activities. This is the first time that the public information management institution has been issued at the level of a Decree, opening up a new development space for public information activities; transforming activities from mainly one-way information to interacting with people, receiving feedback information and information on the response content of competent agencies, organizations and individuals to people's feedback information.

The Department of Information and Communications also advised the Ministry to issue two documents: Instruction No. 2806/HD-BTTTT dated July 16, 2024 on instructions for building and perfecting the grassroots propaganda team; Instruction No. 4568/HD-BTTTT dated October 24, 2024 on instructions for evaluating Criterion No. 5 on urban information and communication.

Along with that, the Department organized a national online conference to implement Decree No. 49/2024/ND-CP dated May 10, 2024 of the Government regulating TTCS activities with 6,110 connecting points and 27,521 delegates attending; Organized a national conference to commend and honor 120 typical and advanced collectives and individuals in TTCS activities on October 8, 2024; Organized the establishment of the Central TTCS Source Information System and tested connection with 44 provincial TTCS Source Information Systems.

At the same time, organize an assessment of the operations of district-level radio and television facilities after merging into centers; recommend that the People's Committees of provinces and cities direct the termination of broadcasting and relaying of radio programs, and the conversion to multimedia and multi-platform communication activities; allocate resources from the National Target Program on New Rural Development for the 2021-2025 period and local budgets to upgrade and modernize technical equipment, digitize the production of multimedia and multi-platform communication content; organize retraining, professional development, and update knowledge for the district-level TTCS staff.

Along with that is the pilot construction of virtual assistants and a set of documents on the virtual assistant knowledge system in the field of TTCS updated to the knowledge management system of the development unit...

Six key tasks of grassroots information work

Speaking at the conference, Deputy Minister Bui Hoang Phuong emphasized that TTCS is a communication system that directly reaches the entire population, using information types from simple ones such as oral propaganda, visual agitation, to modern, multimedia, and multi-platform information types to disseminate and provide information that meets the needs of people in each village, hamlet, and residential group, effectively serving the direction and administration of grassroots Party committees and authorities.

Social media has created strength and a fundamental difference from other forms of communication. Up to now, no other communication method can replace social media in transmitting information to each household and each person, especially people in mountainous areas, remote areas.

“In reality, through strong storms causing heavy rain, landslides, and localized flooding in many places across the country, especially in mountainous provinces and especially storm No. 3 Yagi, those working in the TTCS sector have not minded the hardships and difficulties day and night, using the simple, familiar voices of local people on the radio system, to convey messages about storms, floods, and inundation, mobilizing people to join the government in solving many grassroots problems,” Deputy Minister Bui Hoang Phuong emphasized.

The Deputy Minister also acknowledged and highly appreciated the achievements in the work of TTCS in the past time, and at the same time suggested that in the coming time, the TTCS Department should well implement the following contents:

Firstly, promote propaganda so that authorities at all levels can raise awareness of the role of TTCS, pay attention to directing effective organization of activities; effectively implement two-way information between the government - people and people - government in the digital environment.

Second, proactively research and learn, closely follow local and grassroots practices and refer to international experience to advise and propose to competent authorities to develop and perfect legal documents, ensuring the effectiveness and efficiency of state management of TTCS activities.

Third, strongly promote digital transformation, change the management method and build a database on TTCS in the direction of synchronous connection from the Central, provincial, district levels to the grassroots in the digital environment, monitor TTCS activities in each locality and throughout the country...

Fourth, strongly transform the operations of district-level radio and television facilities towards multimedia and convergence in information content production. At the same time, modernize the information content production process, make maximum use of the existing human resources of the facilities in the direction that one person can do many things: exploit information, produce, edit news, articles, shoot video clips, build radio and television programs thanks to the support of modern technology and equipment.

Fifth, innovate the way of organizing communication campaigns at the grassroots level, evaluate the effectiveness of propaganda using technology; increase propaganda effectiveness based on diversifying communication products posted and broadcast on many information transmission media, creating attraction and persuasion for people.

Sixth, coordinate well with localities to organize training courses to improve professional skills, propaganda skills, and technology application to improve the capacity of the team doing information and communication work in communes, wards, and towns, gradually moving further to the whole village, hamlet, and residential group.../.
