This regulation is stipulated in Government Decree 89/2026 on the conditions for conducting motor vehicle inspection services; the organization and operation of inspection facilities; and the service life of motor vehicles. The Decree takes effect from July 1, 2026, and replaces Decree 166/2024. Accordingly, the abolition of the regulation on registering/removing vehicle warnings during inspection aims to ensure consistency with the regulation on refusing vehicle inspection in Clause 9, Article 7 of the Law amending and supplementing a number of articles of 10 laws related to security and order.
Therefore, from July 1, 2026, vehicles falling under categories such as: administrative violations in the field of road traffic order and safety; at the request of prosecuting authorities; suspected falsification of documents; discrepancies between vehicle registration and actual vehicle; failure to renew registration certificate after modification; or lost or revoked inspection certificate or sticker… will no longer receive warnings on the inspection system during vehicle inspection.

Instead, the Decree adds regulations on refusing vehicle inspections, in accordance with the Law on Road Traffic Order and Safety. Specifically, vehicles with violations but whose owners have not fully complied with the requirements of the competent authority in handling administrative violations will be refused inspection. In addition, the Decree assigns the Minister of Construction the authority to specify the posting of information on violating vehicles and the sharing of data with relevant agencies to serve management purposes.
According to this regulation, cases of vehicle inspection rejection due to unpaid traffic fines or vehicles failing the inspection will be updated and shared on the database system for motor vehicle and specialized motorcycle registration. The Vietnam Registering and Inspection Department stated that the adjustment aims to avoid overlapping legal regulations and to help inspection centers easily identify vehicles that have been rejected or fail technical requirements through a shared data system. The shift from a "warning" mechanism to management using a database and electronic information sharing is expected to enhance the application of technology in vehicle management, helping authorities monitor and handle violations effectively and synchronously; and contributing to building a more transparent, modern, and efficient registration and inspection system.
According to the Vietnam Registering Agency, Decree 89/2026 was developed to promptly finalize legal regulations on the conditions for conducting motor vehicle inspection services, motorcycle and moped emission testing, and the service life of motor vehicles. At the same time, it aims to ensure consistency and uniformity with newly amended and supplemented legal documents; overcome difficulties, obstacles, and inadequacies arising in practice; and create favorable conditions for citizens and businesses.
