From July 1st, iris biometrics will be collected when citizens apply for National Identity Cards.

On June 21st, the Ministry of Public Security announced that the Law on Identity Cards, passed by the 15th National Assembly at its 6th session on November 27th, 2023, will come into effect on July 1st, 2024.

The Law on Identity Cards has 7 Chapters and 46 Articles. Specifically, regarding iris biometric information, point b, clause 1, Article 23 of the Law on Identity Cards stipulates the procedures for issuing identity cards, stating: “The receiving officer collects personal identification information and biometric information including facial image, fingerprints, and iris of the person applying for an identity card.”

Therefore, from July 1, 2024, when citizens apply for a Citizen Identity Card, their iris biometric information will be collected at the police station along with their fingerprints and facial image.

Citizens provide iris data when applying for an ID card at police agencies such as: the Department of Administrative Management of Social Order; provincial and centrally-administered city police agencies; and district/county/town/city police agencies within provinces.

Accordingly, the collection of iris biometric information serves as a basis for cross-referencing and verifying each individual's information; and assists in cases where a person's fingerprints cannot be obtained (in cases of disabilities, deformed fingerprints, etc.).

Regarding the collection of irises for inclusion in the Citizen Identity Card, Article 46 of the Law on Citizen Identity Cards also clarifies that Citizen Identity Cards issued before July 1, 2024, remain valid until the expiration date printed on the card. Citizens may exchange their cards for Citizen Identity Cards upon request.

Citizen ID cards that expire between January 15, 2024 and before June 30, 2024 will remain valid until June 30, 2024.

Citizen ID cards can still be used normally if their validity period has not expired, and there is no requirement to collect iris scans for them. Iris scans are only required when citizens request to switch to a new Citizen ID card.
