On October 9, the Vietnam Fatherland Front Committee of Dong Hai ward organized a launching ceremony to support people affected by storm No. 10.

At the launching ceremony, the Chairman of the Vietnam Fatherland Front Committee of the ward sent a letter calling for support for people to overcome the consequences caused by storm No. 10. With the spirit of "sharing food and clothes", "those with little contribute little, those with much contribute much", each cadre, civil servant, public employee, armed force, and those receiving salaries from the state budget in the ward participated in donating at least 1 day's salary; workers participated in donating at least 1 day's income. Union members, youth, and households with average or higher living standards who save on spending donated 50,000 VND or more. Religious organizations, philanthropists, agencies, units, organizations, and businesses in the ward contributed voluntarily, depending on their ability and generosity.
