State-owned enterprises are the "backbone" of the economy.

During nearly 40 years of renovation, through Party Congresses and the National Socio-Economic Development Strategy, our Party and State have affirmed the leading role of the state economy, the importance and key role of the state-owned enterprise sector. Practice shows that state-owned enterprises, as the core part of the state economy, have always maintained and promoted their core, leading, and leading role in many important economic sectors and fields, contributing to ensuring macroeconomic stability and ensuring major balances through the supply of essential products and services such as electricity, coal, petroleum, basic chemicals, air transport, sea transport, railways, telecommunications, information technology, etc.

However, the operational efficiency of some state-owned enterprises is not commensurate with their resources, their international competitiveness is still low, and their pioneering role in innovation is not clear. Compared to the requirements set out in the new context, state-owned enterprises have not yet met the requirements, especially in the era of national development, requiring a breakthrough, strong and solid development to create a foundation for the growth and development of the economy and the country in the new period.

As the country enters a new era, the position and role of state-owned enterprises continue to be affirmed and guided by the Party's policies and guidelines on state-owned economic development as well as the arrangement, innovation and development of state-owned enterprises. Currently, the Ministry of Home Affairs is urgently completing the dossier and overall plan for the arrangement of state-owned enterprises, in accordance with the direction of the Politburo and Official Dispatch No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee summarizing Resolution No. 18-NQ/TW on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system and Plan No. 130/KH-BCDDTKNQ18 dated September 21, 2025 of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government on the arrangement of public service units, state-owned enterprises and organizations within the state administrative system. Accordingly, in the fourth quarter of 2025, the restructuring of state-owned enterprises will be completed, ensuring the next period focuses on socio-economic development.

To affirm the position and role of state-owned enterprises in important fields, the backbone of the economy in the coming period, when the country enters a new era of development, practical solutions are needed, from unifying awareness to improving efficiency and competitiveness for these enterprises.

In that spirit, the Editorial Board of the Communist Review, the Central Policy and Strategy Committee and the National Assembly's Economic and Financial Committee co-organized the Workshop "The role of state-owned enterprises in key sectors of the economy: Perspective from the aviation industry". During the preparation process, the Organizing Committee received nearly 50 presentations from experts, scientists, leaders and managers in different fields. The presentations clarified the position and role of state-owned enterprises in recent times, especially in key sectors of the economy, as well as world experiences that can be referred to.

By 2024, the country will have 671 state-owned enterprises, including 473 enterprises with 100% state capital and 198 enterprises with more than 50% state capital. Total assets of state-owned enterprises will reach more than VND 5.6 million billion, equity will reach nearly VND 3 million billion, total revenue will reach nearly VND 3.3 million billion, pre-tax profit will reach more than VND 227 trillion. Vietnam's state-owned enterprises are occupying a very large market share in a number of important sectors of the economy, such as energy, telecommunications, banking, etc. The state-owned enterprise sector contributes more than 29% of the country's GDP.

The presentations all affirmed that over the years, state-owned enterprises have assumed the role of “backbone” in many important areas of the economy, helping the State ensure energy security, food security, smooth transportation, etc. These are important regulatory tools for the State to carry out its guiding role, intervene in the economy when necessary, protect the country and people from market fluctuations, natural disasters and in the context of increasingly complex global fluctuations, while ensuring independence and autonomy for the economy and national security of Vietnam.

Enhancing competitiveness for state-owned enterprises in the new era

As a state-owned enterprise in the aviation sector, Vietnam Airlines Corporation has made many important contributions to an important sector of the economy. During the 30-year journey of formation and development, Vietnam Airlines Corporation has become a strong national symbol, closely associated with the development of the aviation industry and the deep integration of the country. From impressive figures such as 350 million passengers, 4.5 million tons of cargo, 1.6 million flights and revenue of 1.1 million billion VND, Vietnam Airlines has affirmed its pioneering role in the aviation sector and its significant contribution to the national budget. In addition to business activities, Vietnam Airlines is also a cultural, tourism and investment bridge between Vietnam and international friends. Flights not only transport passengers but also carry national pride, contributing to promoting the country's image globally.

At the workshop, scientists, leaders and managers will speak and discuss the following main groups of issues:

Firstly, clarify and affirm the position and role of the state economy and state-owned enterprises in the socialist-oriented market economy, especially in important areas, the backbone of the economy. Thereby unifying the awareness of the need to innovate, improve the efficiency and competitiveness of state-owned enterprises in the current context.

Second, assessing the current state of operations of state-owned enterprises through the practice of the aviation industry, specifically Vietnam Airlines Corporation in recent times, thereby affirming the important role of this enterprise in an important field of the economy, air transport, connecting and spreading the value of the Vietnamese brand, thereby promoting the development of tourism, services and many other fields of the economy.

Third, based on the analysis of the context and requirements when the country enters a new era of development, propose recommendations and solutions to improve the efficiency and competitiveness of state-owned enterprises, especially in key areas of the economy in general and Vietnam Airlines Corporation in particular in the coming time.

The contents of the Workshop aim to clarify awareness, contribute to the policy-making process, provide practical support for the state-owned enterprise sector, especially in key industries to develop strongly in the new context, creating momentum for the Vietnamese economy to develop strongly and firmly in the new era - the era of national growth.
