At the 1st Congress of the Government Party Committee, term 2025-2030, Comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister of the Government presented the political report of the Government Party Committee for the term 2020-2025 to the Congress.

Reporting on the results of the implementation of tasks for the 2020-2025 term, comrade Nguyen Hoa Binh said that under the leadership of the Party Central Committee, the Politburo , the Secretariat, headed by the General Secretary, the Government Party Committee has complied with the Party's principles and leadership methods, with determination, courage, and focused leadership and direction to successfully implement the Party's policies and guidelines, and achieved important and comprehensive results with many outstanding highlights.

Immediately after the Government Party Committee was established, the Government Party Committee urgently and resolutely led and directed the implementation of the "revolution" in the arrangement and consolidation of the organizational apparatus, with a breakthrough approach, more streamlined internal organization and implementation of the 2-level local government organization model, ensuring synchronization, smoothness, and efficiency associated with promoting decentralization and delegation of power; gradually shifting from administrative management to serving the people.

The 1st Congress of the Government Party Committee, term 2025-2030

After the reorganization, the Government reduced 5 ministries and 3 ministerial-level agencies (remaining 17 ministries, ministerial-level agencies, 5 agencies under the Government); reduced all 30 general departments, 4,118 departments, branches and equivalents, 240 public service units under the ministries; completed the organization of 2-level local governments. Through the reorganization of the apparatus, 145,000 staff were streamlined, saving regular expenditures of 39,000 billion VND each year to invest in social security.

In the context of more difficulties and challenges than advantages, the Government Party Committee has led and directed the completion of socio-economic development goals and tasks for the 2021-2025 period, with results each year higher than the previous year; achieving and surpassing 24/26 targets, especially completing all social targets.

Notably, he led the implementation of solutions to promote economic growth; the macro economy was basically stable, inflation was controlled, major balances were ensured; indicators on public debt and state budget deficit were well controlled, much lower than the allowable limits.

GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to over 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita increased 1.4 times, increased from 3,552 USD to about over 5,000 USD, entering the group of upper middle-income countries.

State budget revenue in the 2021-2025 period is estimated at 9.6 million billion VND, 1.36 times higher than the 2016-2020 period and exceeding the set target (8.3 million billion VND, an increase of over 15.6%). The scale of trade has increased year by year, reaching a record of about 850 billion USD in 2025, among the top 20 countries in the world; the trade balance maintains a large trade surplus.

Resources for development investment were mobilized and used more effectively; total social investment capital reached 17.3 million billion VND, equivalent to 33.2% of GDP, achieving the set target (32%-34%); of which public investment reached 3.4 million billion VND, an increase of 55% compared to the previous term, overcoming the dispersion in public investment, ensuring more focus, key points, and efficiency; the quality of FDI attraction continued to be improved.

Besides, the leadership in developing culture, people, implementing progress, social justice, and social security has made many clear advances; people's lives continue to improve.

Politburo member, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh presented the political report of the Government Party Executive Committee for the 2020-2025 term to the Congress.

Regarding the direction for the coming term, the Government Party Committee determined: Focus on leadership, direction, and building a clean and strong Government Party Committee; build a team of exemplary cadres in terms of political mettle, qualities, capacity, and prestige, equal to the task; strengthen inspection and supervision with focus and key points; build a Government of integrity, action, self-reliance, self-confidence, development creation, determined to break through, successfully implement the country's development goals in the era of prosperity, civilization, prosperity, happiness, and steady progress towards socialism.

The general objectives are defined as: Maintaining a peaceful and stable environment; rapid and sustainable economic development; striving to become a developing country with modern industry, high average income, and GDP size among the top 30 economies in the world, 3rd in ASEAN by 2030. Economic growth in the period 2026-2030 will reach a high rate; ensuring major balances. Modern, effective and efficient management institutions; synchronous basic infrastructure network; comprehensively developed human resources; science, technology and innovation level among the leading countries with high average income. Significantly improving people's lives.

From the general direction and objectives, the Party Committee has set out the main targets. In particular, in terms of socio-economics, strive for an average GDP growth rate of 10%/year or more; GDP per capita by 2030 to reach about 8,500 USD. Regarding Party building: Strictly implement the Party's resolutions on Party building. Strive to recruit 3% or more party members; every year, 20% of party organizations complete their tasks excellently; 90% or more party members complete their tasks well.

Regarding the tasks and solutions set out for the 2025-2030 term, the Party Committee identified the work of Party building in terms of politics, ideology, and ethics. is the key task. Firmly uphold the goal of national independence associated with socialism, creatively apply Marxism-Leninism and Ho Chi Minh Thought in accordance with the country's development practices. Strongly innovate ideological work, effectively apply digital technology. Strengthen the protection of the Party's ideological foundation, fight against erroneous and hostile viewpoints; harmoniously combine propaganda work and mass mobilization work in the new organizational model.

Regarding key and breakthrough tasks, the Party Committee determined: Leading the comprehensive and effective implementation of three strategic breakthroughs: perfecting comprehensive institutions; building synchronous economic infrastructure; and developing high-quality human resources.

Continue to build and perfect a synchronous system of institutions for rapid and sustainable national development; turn institutions into "breakthroughs of breakthroughs" and national competitive advantages.
