There are still problems on the Quang Ngai - Hoai Nhon highway.

The Quang Ngai - Hoai Nhon Expressway project still has some problems with land and construction materials. However, with the determination to "finish early", the contractor is coordinating with the authorities to resolve this issue once and for all.

3,200m tunnel has been cleared

The North-South Expressway Construction Investment Project, Quang Ngai - Hoai Nhon section has a total investment of more than VND 20,400 billion (of which the construction value is nearly VND 14,500 billion), with a length of 88 km, passing through Quang Ngai (60.3 km) and Binh Dinh (27.7 km) provinces. This is the largest project among the 12 component projects.

On the route, there are 3 tunnels through the mountain including tunnel No. 1, 610 m long, tunnel No. 2, 698 m long and tunnel No. 3, 3,200 m long, along with 77 bridges, 586 culverts, and 81 underpasses for people.

The North-South Expressway Construction Investment Project, Quang Ngai - Hoai Nhon section, has completed about 62% of the volume.

Deo Ca Group (the leading contractor of the joint venture) said that 50/50 construction teams are currently being deployed at the construction site with 3,500 workers and 1,300 pieces of equipment. Total output to date has reached about VND8,300 billion, equivalent to 62% of the total volume.

Of which, the road section has been constructed with crushed stone aggregate at about 40%, and has carried out the asphalt paving stage for more than 10km. According to the plan, crushed stone aggregate construction is expected to be completed in September, and asphalt concrete construction will be completed in October. Regarding production, the assembly of traffic safety components has reached about 70% of the output.

Regarding bridges, there are 77 bridges on the route, all of which have basically completed drilling bored piles and piers, 69 bridges are installing girders and constructing bridge decks. Of which, some large bridges on the route such as Song Ve bridge, DT624C overpass have been completed. The railway overpass at Duc Pho intersection (route Km0+312) is still stuck with site clearance, currently there are still 12/37 piles that cannot be constructed.

Tunnels 1 and 2 have completed construction and are being installed with electromechanical equipment.

Regarding the tunnel section, currently, tunnels 1 and 2 have completed construction, the contractor is installing electromechanical equipment (jet fans, lighting, monitoring sensors, etc.), intelligent traffic control system (ITS)...

Tunnel No. 3 is an important item of the entire project, with a designed road width of 12.75m/tunnel. Of which, the Right tunnel (North - South direction) has been dug, 6 months ahead of schedule compared to the contract plan. The Left tunnel currently has about 250m left, expected to be dug in July 2025.

Mr. Nguyen Tien Thanh, Commander in charge of the construction of North Tunnel 3, said that after the tunnel was dug, the contractor continued to expand the excavation, lower the foundation, and concrete the tunnel lining... according to the plan to complete the concrete lining of the 2 tunnel tubes in October, install equipment, and complete tunnel 3 by the end of December 2025.

Tunnel No. 3 has opened one branch and is expected to be completed in December 2025.

Mr. Thanh also shared that during the tunnel construction process, the weak geological zone was encountered, which changed a lot compared to the original design documents of the investor, greatly affecting the digging speed, so the unit deployed many technical solutions, applying tunnel digging methods. At the same time, monitoring work was enhanced, closely monitoring the deformation and displacement parameters of the structures. Technical milestones were also reviewed and closely checked to ensure absolute accuracy when the two digging points "joined".

Solve the problems once and for all

Mr. Ngo Truong Nam, General Director of Deo Ca Group, said that in implementing the Prime Minister 's direction, efforts must be made to complete the project by the end of 2025, contributing to the Government's goal of having 3,000 km of expressway nationwide by 2025. At the construction site, the Contractor has focused resources on "3 shifts, 4 shifts, through the night, through Tet holidays" to meet the progress requirements. However, there are still some problems in the implementation process.

Currently, the construction of the highway still has some problems with the site and construction materials.

Accordingly, there are still some locations within the scope of adjustment and supplementation that have not been handed over the site, such as at Km23+033, DH 38-2 bridge, additional service road... Previously, some locations within the boundary of the additional site, the locality did not have the resources to carry out compensation and site clearance, to speed up the progress, the Contractor advanced the cost for the locality to carry out.

In addition, according to the design, the source of stone for the project is taken from the stone used after digging the tunnel, combined with commercially purchased stone. However, the actual geology in tunnel No. 3 is different from the survey records and the initial technical design of the investor, leading to the inability to take advantage of it, causing the volume of stone purchased from commercial mines to increase, while the annual capacity of the stone mines in the province is very low, not enough to meet the needs of the project, besides causing dumping.

“Despite the above difficulties, the contractor is making every effort to ensure the project is completed on schedule as directed by the Prime Minister, completing the route by the end of this year, 8 months ahead of schedule compared to the contract signed with the investor. In addition, the contractor is coordinating with the investor and Quang Ngai province to completely resolve the issues of site clearance, stone material sources and waste disposal sites,” emphasized a representative of Deo Ca Group.
