Culture - the fulcrum of history
Since the founding of the Party, in the 1930 Platform as well as the Party's platform documents and resolutions, the issue of culture has always been placed in a position of top importance, associated with the issue of human development. Even before gaining power, our Party had proposed the policy of building and developing a new culture.
In 1943, the Outline on Vietnamese Culture was born, affirming the position, role and nature of the culture that our Party advocated to build: National - scientific - popular. After the Outline was born, the national cultural revolution truly entered a historical stage. Culture became an organic part, accompanying and directly serving the cause of national liberation revolution, gaining independence and freedom.

Under the leadership of the Party and President Ho Chi Minh , culture became a sharp weapon on the ideological front, contributing to calling and uniting the entire people to rise up and gain independence in 1945 with the August Revolution, opening a new era for the nation. The revolutionary spirit of those heroic years still remains in the sounds of songs: Tien Quan Ca (Van Cao), Diet Phat Xit (Nguyen Dinh Thi), Muoi Ninh Thang Tam - Xuan Oanh... marking spiritual milestones, reflecting the strength of culture in the cause of national liberation.
President Ho Chi Minh's advice at the National Cultural Conference (1946) - Culture must light the way for the nation - has become the guiding principle for all activities of the industry over the past 80 years. In the 80-year journey of construction and development, historical facts have proven that culture is a soft weapon, creating consensus and bravery of the nation.
During the resistance war against the French, with the motto of “ culturalizing resistance, culturalizing resistance ”, newspapers, literature, revolutionary songs, drama, poetry… flourished, encouraging the fighting spirit of our army and people. Culture and art were truly a front, where artists and soldiers contributed to the Dien Bien Phu victory “famous in five continents, shaking the earth”.
During the resistance war against the US (1954-1975), Vietnamese culture reached its peak with vibrant literary and artistic works reflecting the fighting life, labor and production in the North and the indomitable fighting spirit of the people in the South.
The socialist culture in the North gradually took shape, with the development of cultural institutions such as libraries, museums, cinemas, theaters, etc. serving the people, building new socialist people.
Supporting the Southern battlefield, artists, journalists and soldiers set out with heroic spirit " Splitting Truong Son to save the country/ With hearts full of hope for the future " ( Following Uncle Ho, To Huu ). The movements of "singing to drown out the sound of bombs", the writings and lyrics closely following the breath of life of artists and writers urged our army and people to fight. The forces of artists and revolutionary press immersed themselves in the practical combat, "using pens as swords", "using art as weapons". Artists and journalists truly became "soldiers on the cultural and ideological front", directly participating in combat or composing to encourage the spirit of resistance.
The National Cultural Conference implementing the Resolution of the 13th National Congress of the Party held on January 24, 2021 has created a spread and raised awareness of the position and role of culture in the country's development in the political system and among all classes of people with the profound viewpoint: "Culture is the soul of the nation, expressing the identity of the nation. If culture exists, the nation exists...".
Poetry, music, drama, painting, cinema, journalism… of this period were imbued with the breath of fighting life, reflecting the indomitable will, courage and belief in victory. Many artists, journalists, and cameramen fell on the battlefields, leaving us with invaluable writings, works, and documentary films. Their blood has colored the heroic patriotic tradition of our nation and the cultural sector.
After the country was reunified in 1975, North and South reunited, culture continued to affirm its role as the spiritual foundation of the nation, taking the lead in healing the wounds of war, arousing the spirit of national unity and international solidarity. Culture became a source of strength to spread optimism, protect and renew core values, connecting the past with the present and the future.
The major arguments on building a new culture are clearly shown in the documents of the 4th and 5th Congresses, affirming that culture and arts are organic parts of the socialist revolutionary cause.
In the 10 years after 1975, despite many difficulties, Vietnamese culture has transformed from a culture of resistance to a culture of nation building , achieving new developments, contributing significantly to the construction of socialism and fostering the spiritual foundation of the country.
Since 1986, the country has transformed from a subsidized mechanism to a socialist-oriented market economy. Cultural management has also been adjusted accordingly, in which cultural socialization has become an important solution, attracting social resources for relic restoration and building cultural and sports institutions from the central to the grassroots levels.
On that basis, the Party has issued many important resolutions on culture: The 7th National Congress of the Party (1991) determined: " The socialism that our people build is a society with an advanced culture, imbued with national identity ". Resolution of the Central Committee 5 (VIII Session, 1998); Resolution No. 23-NQ/TW (X Session, 2008); Resolution No. 33-NQ/TW (XI Session, 2014).

Milestones 2021 - 2026: Paving the way for the future
In the era of national growth, our Party continues to emphasize that culture must be considered on par with economics, politics and society.
General Secretary To Lam awarded the Ho Chi Minh Medal (for the second time) to the Vietnamese Revolutionary Press, recognizing the great contributions of the press force in the cause of building and defending the Fatherland.
Under the wise, timely and close leadership and direction of the Party Central Committee, the National Assembly, the Government and the Prime Minister; inheriting the important results of the 2016 - 2021 term, the culture, sports and tourism sector has proactively, resolutely and synchronously implemented the Party's guidelines and policies and the State's laws.
Closely following the Resolution of the 13th National Party Congress, the 5-year Socio-Economic Development Plan 2021 - 2026, the Conclusion of General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference, the direction of General Secretary To Lam, and the Resolutions at regular meetings of the Government, with the spirit of action " 3 Determination, 4 Proactivity, 5 Efficiency ", during the Government term 2021 - 2026, the Ministry of Culture, Sports and Tourism has recorded many outstanding results, becoming an important bright spot in the picture of socio-economic development of the country.
The Ministry of Culture, Sports and Tourism has focused on advising, developing, submitting for promulgation and organizing the implementation of many important legal documents, creating a synchronous and timely legal corridor for the development of culture, sports and tourism. The Ministry has advised the National Assembly to pass amended and supplemented laws; submitted to the Government and the Prime Minister to issue many decrees, decisions and strategies.
Notably, at the 8th Session, the National Assembly approved the National Target Program on Cultural Development for the 2025-2035 period , opening a major turning point with many new policies, unlocking resources, creating a foundation for culture, sports and tourism to develop rapidly and sustainably.
The Ministry focuses on developing a healthy and civilized cultural environment, suitable to regional characteristics; combining the preservation of identity with the improvement of people's spiritual life. The movement of the whole people uniting to build a cultural life continues to be promoted, creating a foundation for building new rural areas and civilized urban areas. In particular, many grassroots cultural models have been innovated, applying digital technology, bringing culture closer to community life.

Implementing the Strategy for the Development of Cultural Industries to 2030 , the Ministry has promoted the building of a creative ecosystem, linking culture - technology - market. Activities such as cinema, fine arts, performances, cultural tourism, etc. are supported to expand the market, improve product quality, and form many prestigious domestic and international brands. The policy of encouraging socialization, along with the active participation of businesses and artists, has created new momentum for the cultural industry to become an important economic sector.
The work of preserving, restoring and embellishing historical-cultural relics and scenic spots has been carried out synchronously and with focus. Many tangible and intangible heritages of Vietnam continue to be honored by UNESCO, enhancing the position and image of the country.
The mass sports movement has been widely promoted, associated with improving people's health and building grassroots cultural life. High-performance sports have achieved many important successes, especially at the SEA Games, ASIAD and international arenas, contributing to affirming Vietnam's position on the regional and world sports map.
Vietnam tourism has recovered strongly after the COVID-19 pandemic, affirming its position as one of the top attractive destinations in the region. The Ministry of Culture, Sports and Tourism has advised and implemented the Vietnam Tourism Development Strategy to 2030, focusing on product diversification, developing cultural tourism, green tourism, and smart tourism.
Press, media and publishing have affirmed their core and pioneering role on the ideological and cultural front, while making important contributions to socio-economic development, national defense, security and international integration.
The press has performed well its function as a forum and voice of the Party, State and People, gradually becoming an important part of the cultural industry, developing increasingly professionally, modernly and humanely.
In the fields of radio, television and electronic information, many decrees and circulars have been issued, information orientation work has been promoted, effectively combating false cross-border information sources, building a healthy online culture, promoting the development of the electronic game industry and directing advertising money flows to domestic platforms.
Grassroots information and foreign affairs activities have also achieved many outstanding results with hundreds of guidance documents, dozens of exhibitions, documentaries promoting the image of Vietnam, and a wide network of propagandists, contributing to bringing official information to every village, hamlet, and residential group.
The publishing, printing and distribution sector maintained stable growth, the book/person ratio was increasing, many valuable publications were launched to serve major events of the country; the printing industry achieved revenue of hundreds of thousands of billions of VND, profits and budget contributions grew sustainably.
Minister Nguyen Van Hung and his delegation visited the historical site of Nha Thong Tin (the predecessor of the Ministry of Culture and Information, now the Ministry of Culture, Sports and Tourism) in 2022.
The Ministry has proactively expanded international cooperation, organized many cultural, artistic and tourism events abroad; and welcomed many cultural exchange activities from other countries. Cultural diplomacy has become an effective bridge, contributing to promoting the image of Vietnam, enhancing understanding, friendship and cooperation.
The Ministry of Culture, Sports and Tourism focuses on perfecting the organization to be streamlined, efficient, effective and efficient; enhancing training and fostering human resources to meet new requirements. Promoting the application of information technology, implementing digital transformation in management, operation and professional activities, contributing to improving transparency and efficiency in serving people and businesses.
Over the past 80 years, Vietnamese culture has converged, crystallized and radiated national identity, becoming an important source of endogenous strength, accompanying the revolutionary cause. With the declaration of action: " Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge ", the culture, sports and tourism industry continues to affirm its position in the new era, effectively contributing to building a strong, prosperous country, firmly entering the new era.
With great achievements and contributions during the 80 years of construction and development, the Culture, Sports and Tourism Sector has been honored to be recognized by the Party and State with noble awards such as the Gold Star Order, Ho Chi Minh Order, and many other noble titles and awards that have been awarded by all levels and sectors from central to grassroots to thousands of collectives and individuals.
