A car's dashcam recorded on October 22 shows dozens of cyclists flooding Vo Nguyen Giap Street in Hanoi , competing with cars in a lane where vehicles are allowed to travel at speeds of up to 90km/h. Too dangerous!!!

Remember, at the end of September last year, there was a collision between a number of cyclists entering the car lane on Vo Nguyen Giap Street, and when the driver reminded them, the cyclists immediately gathered around the car and threatened and insulted the driver, causing the entire road to be congested.

The above behavior is really scary and should be condemned.

Over the past years, with the determination and determination of the entire political system, nationwide, the expressway infrastructure has been relatively complete and connected, the quality has been improved (road surface flatness, number of lanes, cross-section, traffic signs, etc.) while the technical safety of vehicles has been actively checked and well monitored, requiring state management agencies to soon study raising the maximum speed limit on some routes. And of course, when the road is clear, wide, and vehicles strictly comply with traffic safety laws, there is no reason why vehicles that are not allowed to participate can freely move in the lane reserved for cars.

Traffic statistics show that many tragic accidents have occurred on the highway, causing damage to the road users themselves, their families, the authorities and the whole society. Ignore the prohibition signs, as soon as the road is clear and deserted, violations still occur.

Although the authorities regularly assign people to guard and handle the situation, there are still many people who are unconscious and take advantage of the night and early morning to deliberately violate the law, endangering both themselves and the community.

Clause 4, Article 26, Chapter II of the 2008 Law on Road Traffic stipulates: Pedestrians, rudimentary vehicles, motorbikes, motorcycles and tractors; specialized motorbikes with a design speed of less than 70 km/h are not allowed to enter highways, except for people, vehicles and equipment serving the management and maintenance of highways.

Bicycle drivers, motorbike drivers (including electric bicycles), and other non-motorized vehicle drivers entering the highway may be subject to an administrative fine of between VND 400,000 and VND 600,000 according to Point a, Clause 4, Article 8, Section 1, Chapter II of Decree 100/2019/ND-CP, supplemented by Clause 6, Article 2, Decree 123/2021/ND-CP. Is this too cheap for a personal hobby?

Handling this violation is a difficult problem for the authorities as bicycles are ready to turn around and run away. It is also very difficult to verify the identity of violators because they do not have license plates.

It can be seen that propaganda and fines seem to have no effect on these people. Instead, stronger penalties are needed, such as confiscation of vehicles, notification to authorities, and even criminal prosecution...

The act of deliberately riding a bicycle in a prohibited area and “laughing innocently” accepting the fine when the vehicle is temporarily impounded by the authorities shows a serious lack of culture when participating in traffic, disregarding the lives of others and oneself. If repeated, it can be said to be especially serious.

In the third draft of the Decree regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, and restoration of driving license points, the Ministry of Public Security recently proposed that motorcyclists who let go of both hands, use their feet to drive, sit on one side to drive... will have their vehicles confiscated.

What about bicycles?

When will this "problem" be solved?

When riding a bicycle, don't think that you are in the "weak" group and then freely drag your friends into violating the law and become "demons" and street criminals.
