Thousands of 11-15 year old students in France will return to school this year with a slight difference: they will not be allowed to carry mobile phones throughout the school day. This is a pilot program being promoted by the French government before deciding to implement a nationwide ban from 2025. Approximately 180 schools are participating in this pilot program.
Since 2018, France has banned the use of mobile phones, smartwatches, and tablets in all primary and lower secondary schools. For upper secondary schools, with students aged 15-18, these schools have the right to implement internal regulations regarding mobile phone use, which may include a complete ban or restrictions in certain areas of the school. However, this regulation still allows lower secondary students to bring mobile phones to school, provided they are switched off. The new ban imposes stricter requirements. Students must hand over their mobile phones to teachers upon arrival at school or store them in lockers, ensuring they cannot use them during school hours. This regulation applies not only during class time but also extends to extracurricular activities and field trips.
This pilot program was launched based on the idea of French President Emmanuel Macron wanting children to spend less time using electronic devices. According to Jerome Fournier, Secretary of the SE-UNSA Teachers' Union, the pilot program aims to raise students' awareness of the responsible use of digital tools. He believes the program seeks to address the difficulties faced by schools where current regulations are not sufficiently deterrent, even if those regulations are effective in most schools. The French Ministry of Education hopes that the absence of mobile phones will improve the school environment and reduce violent behavior such as online harassment and the dissemination of violent images. The Ministry also wants to improve students' academic performance because phone use can reduce children's concentration and ability to absorb knowledge.
