According to the proposed plan for reorganizing the Ministry of Industry and Trade in the coming period, two research institutes under the ministry will be merged into two universities. One of these mergers is the Institute of Oil and Oilseed Research into the University of Industry and Trade of Ho Chi Minh City.

Accordingly, the Ministry of Industry and Trade requested the two units to disseminate and thoroughly explain the resolutions, notices, and plans for restructuring public service units under the ministry in 2024-2025, ensuring a streamlined organizational structure, reduced number of departments, and improved quality and efficiency of operations.

The Ministry of Industry and Trade has assigned the Ho Chi Minh City University of Industry and Trade to take the lead and coordinate with the Institute of Oil and Oilseed Research and relevant departments of the Ministry to develop a plan for merging the institute into the university in its current state, ensuring compliance with legal regulations.

Ho Chi Minh City University of Industry and Trade has completed the draft plan for merging the Institute of Oil and Oilseed Research into the University. Before the merger, the University of Industry and Trade has 789 staff members, with teaching staff accounting for over 73%. Meanwhile, the Institute of Oil and Oilseed Research has 40 people.

The principle of the draft proposal is to merge the entire functions, tasks, powers, along with all personnel, assets, rights, obligations, and legitimate interests of the Institute of Oil and Oilseed Research into the Ho Chi Minh City University of Industry and Trade. Accordingly, all functional departments of the institute will be merged into the corresponding functional departments of the university, while maintaining the current organizational structure of the university. The institute is a public science and technology organization under the university, a dependent accounting unit with incomplete legal personality, its own seal, and its own bank account for operations and transactions in accordance with the law.

A notable aspect of the restructuring process is ensuring the rights of employees. Accordingly, after the merger, Ho Chi Minh City University of Industry and Trade will retain all staff, officials, and employees of the institute. Personnel who do not meet the required professional and technical training standards for their current positions, but for whom there are no other suitable positions and cannot be retrained to standardize their professional skills, will be subject to the downsizing policy as stipulated in Government Decree No. 178/2024/ND-CP dated December 31, 2024.

The draft plan also outlines measures to ensure the rights of officials, employees, and workers. The university will absorb all personnel from the institute and assign them jobs that match their expertise, abilities, and experience, ensuring there is no major disruption to their current work. Salaries, allowances, and other benefits currently enjoyed by employees at the institute will be maintained after the merger with the university.

Non-managerial personnel with a master's degree or higher who meet the requirements for university teaching are eligible for conversion to the lecturer or equivalent rank, and are permitted to work at the institute and the university. Priority is given to allocating time for scientific research and participating in teaching apprenticeships or teaching assistant positions. The university provides opportunities and financial support for further education to improve their qualifications. During the apprenticeship period, lecturers are limited to a maximum of 50% of the standard teaching hours, while also reducing their scientific research duties to dedicate time to classroom observation, teaching assistance, and practical training. The maximum duration of the teaching or teaching assistant apprenticeship is two years.

Officials who do not meet the requirements for a university degree will be assigned to participate in scientific research projects with the institute and work in laboratories, practical training rooms, or units suitable to their professional expertise. The university will provide maximum support and create favorable conditions for employees to improve their qualifications and be assigned to new positions after completing the training program.

According to the draft plan for merging the two units of the Ministry of Industry and Trade, if an employee has tried to adapt to the new job after the merger but still finds the job unsuitable after a maximum of 24 months, they will be assigned to another job (maximum one change) or the downsizing policy will be implemented, in order to ensure the rights of the employee.
