Accordingly, Party committees at all levels have directed the development of specific solutions focusing on building grassroots Party organizations and strengthening weak ones. The assessment of the quality of grassroots Party organizations and Party members has become increasingly effective and substantive, with the criteria and methods for evaluation being concretized. Emphasis has been placed on assigning tasks and registering to strive for the standards of being clean and strong, linking this to the implementation of the Party organization's annual political tasks.

Party committees at all levels have also paid attention to the work of organizing, building, and strengthening grassroots party organizations, improving the quality of branch meetings; promoting inspection and supervision work, promptly advising on rectification, guiding the overcoming of shortcomings and limitations, and resolving obstacles.

Leaders and officials from the Provincial Party Committee's Organization Department surveyed and improved the quality of Party branch meetings in Khau Tinh commune (Na Hang district).

In particular, the Provincial Party Committee's Organization Department, playing a core role, has closely followed the leadership and guidance of the Central Party Committee's Organization Department and the Provincial Party Committee to develop and advise on solutions and plans to improve the quality of grassroots Party organizations and Party members in the province. Specifically, the Provincial Party Committee's Organization Department has proactively reviewed and urged the synchronized implementation of all aspects of Party building and the political system, especially targets related to Party building; improving the quality of advice, including many strategic and important contents. Based on this, the Party committees' organization departments at all levels have focused on reviewing, analyzing, evaluating, and seeking solutions, and urging the work of developing Party members to overcome difficulties and resolutely achieve the set targets.

The Provincial Party Committee's Organization Department also regularly conducts surveys and attends branch meetings at the grassroots level, thereby providing assessments and suggestions to help branches continue to improve the quality of their activities. Comrade Chu Viet Thanh, Secretary of the Na Lung village branch, Khau Tinh commune (Na Hang district), shared: In April 2024, the branch was honored to have the Head of the Provincial Party Committee's Organization Department and a delegation attend and provide feedback on the branch meeting as well as the branch's tasks.

Based on the feedback and assessments from the working group, the following month, the Party branch issued a resolution providing more comprehensive leadership for the village's tasks. Party members also clarified their roles in leading and setting a good example in participating in village activities. The Party branch is determined to lead the people to achieve the goals of building a new rural area, and to work together with the commune to reach the new rural area status according to plan.

At the Party Committee of the Provincial Agencies and Enterprises Bloc, through the process of inspection, supervision, and annual evaluation and ranking of grassroots party organizations, shortcomings in party organizations are identified and addressed. For example, in 2022, the Party Committee focused on strengthening 11 party branches and committees that had limitations in party building work.

In this regard, the Party Committee of the Bloc has established working groups to directly visit the Party branches and committees to review and guide the grassroots Party branches and committees in concretizing and organizing the implementation of programs, plans, resolutions, and regulations of the Party Committee of the Bloc; the adherence to and implementation of the principles of Party organization and operation; and issues related to improving the quality of Party branch activities... To date, most of the shortcomings of the Party branches and committees have been identified, and they have effectively played their leadership and guidance roles in comprehensively implementing the political tasks of their respective agencies and units.

Comrade Ma Van Khap, Head of the Party Committee's Organization Department, stated that consolidating and improving the quality of Party organizations is an important task that the Party Committee of the Bloc is focusing on and directing its subordinate Party branches and committees to implement. Currently, the Party Committee directly supervises Party branches in improving the quality of their meetings through visual monitoring. This is one of the solutions to track and supervise Party branches in implementing established practices, improving the quality of their meetings, and promoting their role as political nuclei at the grassroots level.

Comrade Do Xuan The, Secretary of the Party Branch of Group 2, An Tuong Ward, Tuyen Quang City, believes that the first important solution to improve the quality of the Party branch's activities is to promote the role of cadres and Party members within the branch. After each Party branch meeting, resolutions are issued to comprehensively guide all tasks based on the opinions discussed by each Party member at the meeting. Along with that, the activities of the Front Committee and other mass organizations are strengthened. Furthermore, the role of people's self-governing groups is promoted. With this approach, the Party branch is consistently evaluated as having excellently fulfilled its tasks.

Through various specific and practical solutions, the implementation of Resolution No. 21-NQ/TW of the Central Committee of the Party on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period in the Provincial Party Committee has become increasingly effective, creating a foundation for leading the successful implementation of the political tasks set forth.
