However, according to the Deputy Director of the Department of Agriculture and Environment, the province still has 850 poor households of ethnic minorities and nearly 1,000 poor households with no working capacity. Re-poverty still occurs because some households, even though they have escaped poverty according to the criteria, still have unstable incomes and lack basic social services, especially employment.
Deputy Director of the Department of Agriculture and Environment, Bui Tu Hai, reported on the results of the 2025 poverty household review.
At the conference, units and localities proposed that the Central Government promptly issue complete mechanisms and guidelines for implementing the Program for the 2026-2030 period in a synchronized manner, avoiding overlaps. Delegates also suggested paying attention to allocating resources appropriately to ethnic minority areas; prioritizing investment in essential infrastructure such as transportation, irrigation, clean water, electricity, and health stations in particularly difficult communes, mangrove areas, and landslide-prone areas; and increasing policy support for housing, vocational training, and job creation.
Nguyen Van Khoi, Vice Chairman of the Vietnam Fatherland Front Committee of Ca Mau province, delivered a presentation on the role of the Fatherland Front at all levels in mobilizing social resources to support poor households.
Director of the Department of Ethnic Minorities and Religions, Nguyen Thu Tu, presented a paper on solutions to improve the effectiveness of poverty reduction and ensure social security in ethnic minority areas during the 2026-2030 period.
Highly appreciating the efforts of units and localities, Chairman of the Provincial People's Committee Lu Quang Ngoi affirmed that sustainable poverty reduction is not only a social welfare task but also a central and continuous political task, linked to the socio-economic development of the locality. He requested that all levels and sectors implement national target programs with a practical and humane spirit; in which livelihood support should be used as a strategic "lever" to unleash internal strengths and help people confidently rise out of poverty sustainably.
Chairman of the Provincial People's Committee, Lu Quang Ngoi, affirmed the determination to implement poverty reduction work according to the motto "clear people, clear tasks, clear responsibilities, and clear results".
With the determination to "leave no one behind," the Chairman of the Provincial People's Committee emphasized the motto "clear responsibilities, clear tasks, clear accountability, clear results"; and called for the joint efforts of the entire society, promoting the mobilization of social resources to create a comprehensive force for poverty reduction.
In his concluding remarks at the conference, Provincial Party Secretary Nguyen Ho Hai acknowledged the efforts of the entire political system in poverty reduction, while frankly pointing out the "bottlenecks" that need to be addressed.
Emphasizing the need for innovation in implementation methods, the Provincial Party Secretary requested an end to the manual and subjective review of poor households; instead, data on poor households must be managed scientifically using software. According to Comrade Nguyen Ho Hai, thoroughly understanding the causes of poverty for each household is the basis for developing appropriate support policies, ensuring that resources reach the right target groups and meet the right needs.
The political system must truly "share the hardships" with the people; each party member should not only offer superficial visits but also accompany and guide poor households until they achieve sustainable poverty alleviation. Simultaneously, propaganda efforts need to awaken the aspiration for self-reliance, helping people understand that rising out of poverty is not only a right but also a responsibility to their families and society.
Poverty reduction must have tangible milestones and results. All obstacles must be examined and resolved promptly so that no one is left behind on the path to the development of their homeland.
