Quang Ninh province is implementing its tasks for 2024 amidst numerous difficulties and challenges, particularly the severe damage caused by Typhoon No. 3 (Yagi). With unwavering determination, internal strength, and a spirit of overcoming difficulties, the province has worked together to achieve many targets, standing firm for the new journey ahead.

With investments in tourism infrastructure, Ha Long Bay has become a popular destination attracting a large number of tourists.

Following the central government's directives and the 2024 work theme "Improving the quality of economic growth, developing culture, and fostering a rich and distinctive Quang Ninh people," the province has relied on its own strength and resilience, overcoming difficulties and challenges to achieve significant results in many areas; total state budget revenue reached 100% of the projected target. The processing and manufacturing industry continued to be the main growth driver, increasing by 20.45%, 4.05 percentage points higher than in 2023. 2024 marks the 7th consecutive year that Quang Ninh has held the top position in the PCI (Provincial Competitiveness Index), and continues to be among the leading provinces in the PAR Index, SIPAS, and ICT.

Tourism continues to play a leading role, making a positive contribution to the province's economic growth. Localities and units within the province proactively develop and organize many activities and events, and develop new tourism products associated with the local tourism resources. Quang Ninh continues to be a venue for many national and international-scale events. In 2024, Quang Ninh aims to welcome 19 million tourists, including over 3.5 million international visitors; total tourism revenue is estimated at 46,460 billion VND.

Social security and welfare work has been a priority for the province. Besides implementing national target programs, in response to the severe damage caused by Typhoon No. 3, the province quickly issued many mechanisms and policies to support people and businesses severely affected. A prime example is Resolution No. 42/NQ-HĐND (dated September 23, 2024) of the Provincial People's Council "On some measures to support the remediation of the consequences of Typhoon No. 3 (Yagi) in the province in 2024". This includes 100% tuition fee support for preschool children, primary and secondary school students, and continuing education students studying at educational institutions in the 2024-2025 school year; support for families whose houses were destroyed, collapsed, swept away, or severely damaged; partial support for the cost of salvaging sunken or sunken watercraft (fishing boats); and raising the standard social assistance level for social protection beneficiaries and other disadvantaged groups. In addition, the province issued numerous documents to relevant ministries and agencies, the State Bank of Vietnam in Quang Ninh, and credit institutions requesting debt restructuring, interest rate reductions, and tax deferrals or extensions for organizations, businesses, and households affected by the storm...

Culture, society, and people have made significant progress in many aspects; social welfare has received special attention. Total social welfare expenditure in the province in 2024 reached VND 1,897 billion, an increase of 23% compared to 2023. The New Rural Development program continues to achieve many successes. The province has 91 out of 91 communes meeting the New Rural Development standards; of which 54 communes meet the advanced New Rural Development standards, and 20 communes meet the model New Rural Development standards. The province is currently finalizing the dossier to submit to the Central Appraisal Council for recognition of Quang Ninh's completion of the New Rural Development program by 2023.

Party building and the strengthening of the political system continue to be intensified. On December 15th, the province successfully organized... The election of village, hamlet, and neighborhood heads for the 2025-2027 term has truly become a festival for the entire population. The success of the election is a crucial step in selecting candidates for the position of Party branch secretary at the grassroots level who possess the necessary competence, qualities, and enthusiasm to "work for the Party and care for the people," further affirming the effectiveness of the "People trust - Party nominates" model.

These days, along with rushing to complete the final tasks of 2024, the province is actively and urgently preparing plans to implement tasks for 2025. 2025 is of particular importance, a year of acceleration and breakthrough towards the finish line, the final year of implementing the 2021-2025 five-year socio-economic development plan, and a year to consolidate fundamental elements and lay the groundwork for entering a new term and a new phase.

The Provincial Party Committee issued Resolution No. 31-NQ/TU on the direction and tasks for 2025, with the theme "Breakthrough in economic development, creating momentum for the new term". The Provincial People's Council issued Resolution No. 237/NQ-HĐND on the direction and tasks for 2025 with many high goals and targets. These include striving for a Gross Regional Domestic Product (GRDP) growth rate of over 12%; GRDP per capita exceeding US$10,000; total provincial state budget revenue not less than VND 57,330 billion, of which import-export revenue is VND 17,800 billion, and domestic revenue is not less than VND 39,530 billion...

Localities and units within the province have immediately implemented the tasks for 2025 with new, breakthrough goals and objectives. These include focusing on accelerating the restructuring of the industrial sector, rapidly increasing the scale and proportion of processing and manufacturing industries; attracting a new generation of foreign direct investment into industrial parks and investment projects in smart manufacturing, high-knowledge content, artificial intelligence, high technology, and supporting industries; and accompanying and supporting businesses...

In particular, adhering closely to the policy of streamlining the organizational structure, all levels of government and localities have been resolute in reorganizing their structures to be "lean, efficient, effective, and efficient," coupled with building a team of cadres with sufficient qualities, capabilities, and prestige to match the tasks at hand. At the 61st Conference of the Provincial Party Committee, 15th term (held on December 25, 2024), Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, emphasized: Implementing the streamlining of the organizational structure to ensure effectiveness and efficiency is a major policy requiring high determination from the entire political system and must be implemented decisively, strongly, fairly, and objectively. The proposed plan for streamlining the organizational structure in Quang Ninh is implemented in strict accordance with the Central Government's guidelines; each step is meticulously carried out, and all options are thoroughly considered based on the general policy and closely aligned with local realities. Party committee leaders will continue to uphold their exemplary role and pioneering spirit in the implementation process, creating consensus throughout the entire political system. This will ensure that the restructuring and organization of the apparatus achieves the highest efficiency in accordance with the spirit of "lean, strong, effective, and efficient."
