Speaking with a reporter from Giao Thong Newspaper, Mr. Luu Tuan, an official from the Ho Chi Minh Project Management Board (the investor of the Van Ninh – Cam Lo component project), said that the Van Ninh – Cam Lo project, passing through Le Thuy district, has a total length of 31km.
The expressway project passing through Le Thuy district is still facing obstacles due to many households along the main route. The contractor has not been able to carry out continuous construction.
Currently, the local authorities have handed over approximately 30.8km of land to the investor. The remaining area is fragmented, with many structures and houses belonging to residents who have not yet agreed to relocate.
"The weather in Quang Binh is entering the dry season. This is the golden time for us to accelerate before the rainy season arrives. However, for various reasons, there are still many households along the main route of the project that have not yet agreed, leading to extremely difficult construction," Mr. Tuan said.
Specifically, according to a report from the People's Committee of Le Thuy district, as of July 13th, the district had handed over 31.343km/31.952km to the Ho Chi Minh Highway Management Board, reaching 98.09%.
Of the 609 meters that have not yet been handed over (through Truong Thuy, Le Ninh, and Phu Thuy communes), in addition to obstacles caused by residents refusing to accept compensation for land handover, there are also many technical infrastructure systems such as low-voltage and medium-voltage power lines, BTS stations, telecommunication cables, etc., that have not yet been relocated.
The solar power farm is situated along the main route of the Van Ninh - Cam Lo project, specifically the section passing through Truong Thuy commune, Le Thuy district, due to disagreements over compensation prices.
According to the leaders of Le Thuy District People's Committee, most of these cases disagree with the approved compensation rates, so the local authorities will continue to persuade and explain. If the people still do not agree, a plan will be drawn up to protect the construction site or to enforce the regulations.

At the Bung - Van Ninh project section passing through Bo Trach district, Quang Binh province, land clearance work is currently being implemented more urgently than ever before.
After a period of deadlock in land clearance work, according to the construction contractors, thanks to the close involvement and urgent on-site directives from the leaders of Quang Binh province, the localities where the project passes through have mobilized the entire political system from the village to the district and town levels to establish working groups to clear land and support people in relocating to resettlement areas.
The bottlenecks in the previous project that had put the contractor in a difficult position have been resolved, such as: the National Highway 9E overpass, the cassava processing plant, and Mr. Dung's cattle farm project.
According to a representative from the contractor Cienco4, to provide maximum support to the local authorities in land clearance work, the contractor has assigned individuals to work with local task forces to visit each household to persuade residents; at the same time, they have arranged machinery ready to carry out the remaining land clearance work.
"Basically, the land along the main route, which the construction unit is responsible for, has been handed over. Only a few households have not yet handed over their land because they are waiting for their new houses in the resettlement area to be completed," this person said.
The cassava processing plant in Bo Trach district has been relocated to make way for the contractor's construction.
According to the leaders of the Bo Trach District People's Committee, the expressway project passing through the district involves a large volume of work affecting 794 households, of which 205 households need to be relocated. In addition, the construction of 6 resettlement areas and 6 cemeteries also requires considerable time and effort…
"In the district, only a few households have not yet handed over their land because they are building houses in the resettlement area. The contractor is providing temporary housing assistance, but since the area is rural and there are no places to rent housing, the residents have requested to temporarily postpone handing over the land, waiting for their new houses in the resettlement area to be completed before relocating, demolishing their houses, and handing over the land," this person informed.
The North-South Expressway Eastern section project, phase 2021-2025, passing through Quang Binh province, comprises three component projects with a total length of 126.43 km. Specifically, the Vung Ang-Bung section is approximately 42.95 km long; the Bung-Van Ninh section is 49.93 km long; and the Van Ninh-Cam Lo section is 33.55 km long. In addition, there are eight interchanges within the province.
