Cai Nhum commune implements digital transformation in Party work.

The shift from awareness to action.

Recognizing that digital transformation is a comprehensive innovation process, the Party Committee of Cai Nhum commune has focused on applying information technology to Party building work to enhance the leadership capacity and fighting strength of grassroots Party organizations. To date, 100% of Party members in the commune have updated their data on the "Party Member 4.0" software; nearly 60% of Party members are proficient in using the "Electronic Party Member Handbook" and about 90% have been issued electronic chip-embedded Party member cards.

The application of the Party and Government's operational management system has initially become well-established in 5 subordinate Party branches and committees, helping to standardize the management and exchange of work in a digital environment. Notably, in May 2026, 2 school Party branches pioneered piloting electronic-based meetings, creating transparency and increasing interaction in Party activities.

Local authorities also prioritize the public disclosure of operational information on digital networks, creating favorable conditions for people to easily access, exercise their right to supervise, and participate in contributing ideas to the building of the Party and government.

According to Ngo Hung Nhan, Secretary of the Party Committee of Cai Nhum commune, coordinating the organization of training courses on digital skills and the application of artificial intelligence (AI) for officials and people is a breakthrough in fostering innovative thinking. The awareness of officials and Party members regarding the role and significance of digital transformation has significantly improved; the spirit of proactively approaching and applying technology in their work has seen a more positive shift than before.

The three pillars of the "Digital Party Branch" model

To modernize the Party's leadership methods in a scientific direction, the Party Committee of Cai Nhum commune is implementing the "Digital Party Branch" model. The core objective is to ensure that each Party branch meeting is "sufficient in content and follows the correct procedures," truly becoming an important political forum for Party members to discuss and decide on pressing local issues using digital technology.

The implementation of this model is closely integrated with improving the quality of "Four Good Party Branches" according to Resolution No. 21-NQ/TW and concretizing the Resolution of the 14th National Congress of the Party. Accordingly, each Party organization and individual Party member develops an action program with a specific roadmap and results as required by the Provincial Party Committee. This is considered an important basis for evaluating and classifying the quality of Party members annually in a substantive manner.

The "Digital Party Branch" model at the local level operates based on three main pillars: "Digital Activities," which transforms traditional party branch meetings into an electronic environment with the "Electronic Party Member Handbook" as the core tool; "Digital Management," which digitizes all records, resolutions, and party member data to facilitate quick retrieval and verification; and "Digital Operation," which applies technology to assign tasks and monitor progress through a digital platform.

According to the implementation roadmap, the commune strives to achieve 100% of its Party branches using technology in their meetings and with fully digitized documents by 2028; over 90% of Party member records being managed electronically; and over 80% of Party branches meeting the criteria of "Four Good Party Branches". To realize this goal, in 2026, the commune will focus on piloting the program in a few units as a prerequisite for synchronous implementation throughout the commune in 2027 and summarizing the results for wider application in 2028.

Ms. Nguyen Thi Thu Cam, a part-time staff member of the Party Building Committee of Cai Nhum commune, shared, “The ‘Electronic Party Member Handbook’ helps Party members easily look up and study documents before branch meetings. For Party committees, the application supports better management of professional tasks such as implementing thematic programs, studying resolutions, and recording feedback. However, to improve its effectiveness, the application needs to be further adjusted to be simpler and more accessible to suit the reality at the grassroots level.”

Comrade Ngo Hung Nhan emphasized that building a successful model requires the synchronized implementation of solutions, with innovation in Party branch activities as the central focus, digitalization as the foundation, and people as the decisive factor. The Steering Committee for the implementation of Resolution No. 57-NQ/TW and the Digital Transformation Advisory Council of the commune will play a core role in coordinating professional expertise for this activity.

Pham Thi My Dung, Head of the Party Building Committee of Cai Nhum commune, added that the commune has proactively signed cooperation agreements to support digital transformation with three major telecommunications companies. In the coming time, these units are committed to upgrading base stations and optimizing technical infrastructure, providing software solutions, and directly training digital skills for each Party member, meeting the requirements for effectively implementing the "Digital Party Branch" model in the locality.
