The Diem He Commune Public Administration Service Center has 7 civil servants, including 1 Vice Chairman of the Commune who is also the Director of the Center. Although the work in the new commune is more than before and they have to adapt to new working conditions, the cadres and civil servants of Diem He Commune always have a steadfast spirit to serve the people.
Mr. Hoang Minh Hai, living in Diem He commune, is happy because the procedures are now handled very quickly. He said: “I was warmly welcomed by the commune officials, given enthusiastic guidance and completed the procedures quickly in just about 15 minutes. Previously, I had to go 2 or 3 times to complete, so I find the administrative procedure reform of the new commune very effective.”
According to the Public Administration Service Center of Diem He commune , despite difficulties in facilities, all transactions and administrative procedures of the people are carried out smoothly and quickly.
At the Chi Lang Commune Public Administration Service Center, in the morning, a large number of people came to do procedures and by about 11:00 a.m. the same day, there were nearly 100 people coming to handle administrative procedures. Realizing that this was the department with the most citizens coming to do procedures, the commune arranged enough staff, civil servants, and specialists from 9 departments to meet the needs of the people.
Talking to Nhan Dan Newspaper reporter, Ms. Vu Thu Huyen, a specialist in the department of certifying copies from originals, said that people here work in trade and agricultural production, so they often come early to get back to work. Chi Lang commune leaders have thoroughly understood the spirit of always being ready to serve the people with a friendly attitude, achieving the highest quality and efficiency, so all staff and specialists are always present at the office before people come to do the procedures.
The area where administrative procedures related to land are handled always has the highest number of citizens coming to work during the day. Mr. Mong Thanh Sang, an officer of the Land Registration Office Branch in Chi Lang Commune, shared that despite the change in the local government model, all procedures are still handled in accordance with regulations, without interruption.
“Previously, people in the commune had to go through at least 3 places to do land-related procedures, but now they only need to go to the Commune Administrative Service Center, without having to waste time traveling. The arrangement of officials to handle land procedures like now is very convenient, saving time and effort,” said Mr. Vi Quang Hien, a resident of Chi Lang commune, happily.
Mr. Lam Van Manh, Deputy Director of Chi Lang Commune Public Administration Service Center, informed that in order to thoroughly grasp the spirit of building a service-oriented government, taking the satisfaction of people and businesses as a measure of work efficiency, the commune has arranged a Public Administration Service Center in a large area, with air-conditioned rooms and full equipment for people to prepare documents. All departments have signs and phone numbers of the officers in charge.
The Center publicly posts a list of administrative procedures under its authority; places a board with specific instructions on the system login process and steps to handle administrative procedures using a VNeID account. In addition, the commune always arranges staff to help and support people with issues that they are not familiar with.
Comrade Tran Thanh Nhan, Provincial Party Committee member, Party Secretary of Chi Lang commune, added that after the reorganization, the commune has an area of over 80km2 with a population of over 28,000 people. The commune leaders have assigned specific tasks to each specialized department, requiring civil servants and public employees to always pay attention to improving their sense of responsibility; absolutely not allowing any delay or interruption in the performance of official duties.
The working atmosphere in the border commune of Quoc Khanh was also very urgent, serious and rhythmic. After the merger, there were still many difficulties, especially the fact that the office was scattered in two places, affecting the convenience of people when coming to the commune to handle administrative procedures.
Commune officials have proactively applied information technology in their operations, connecting work locations, ensuring smooth work, effectively meeting people's needs.
"Quoc Khanh Commune is determined to prioritize solving the problem of infrastructure, building a team of communal civil servants who are united, maximizing their capacity, performing public duties effectively and efficiently, and serving the needs of the people to the fullest extent. In addition, the Party Committee, government and people in the commune are determined to perform well the task of managing and firmly protecting the national border sovereignty , associated with socio-economic development," added Comrade Nong Thi Kim Oanh, Deputy Secretary of the Party Committee, Chairwoman of the People's Committee of Quoc Khanh Commune.
Ensure smooth, synchronized operation
Ky Lua Ward, the largest administrative unit of the four wards of Lang Son province, has an area of 61.7 km² and a population of 41,624 people.
From early July 2, the headquarters of the People's Committee of Ky Lua Ward (former headquarters of the People's Committee of Cao Loc District) and the Public Administration Service Center of the ward were bustling with nearly 100 people coming to do administrative procedures.
Mr. Bui Huy Dong, a resident of Phu Loc 4 urban area, excitedly said that this was the first time he had done business procedures, so he was still confused but was enthusiastically and thoughtfully guided by the staff.
“I see that despite the crowds, all activities are running smoothly and conveniently. Obviously, the merger has helped solve work faster and more conveniently for the people,” Mr. Dong happily shared.
Comrade Ha Minh Anh, Party Secretary and Chairman of the People's Council of Ky Lua Ward, informed that the Party Committee of the ward determined the key task to be stabilizing the organizational structure, perfecting personnel, ensuring the synchronous and smooth operation of the two-level government. At the same time, the ward will strengthen local management, ensure security and order, care for social security, environmental sanitation, urban beautification and successfully organize the Party Congress of the ward for the 2025-2030 term.
In the long term, Ky Lua ward focuses on planning and managing development space well, promoting digital transformation, developing service economy, improving the quality of staff, strengthening administrative discipline and maximizing the strength of national solidarity.
Determined to build effective administrative institutions
Currently, Lang Son province after the reorganization has 61 communes and 4 wards. Thoroughly implementing the direction of the Central Government, Lang Son province has completed the organization, apparatus and personnel in administrative units seriously, scientifically, synchronously and comprehensively, contributing to ensuring stability in organization, ideology and social life during the reorganization process as well as the implementation of the 2-level local government model.
