On the morning of May 17, Prime Minister Pham Minh Chinh chaired the 2nd meeting of the Government Steering Committee on science, technology, innovation, digital transformation and Project 06.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for Digital Transformation of Dak Nong province Ho Van Muoi attended the conference.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that we identify science and technology, innovation, and digital transformation as the foundation for sustainable development.
Strive for economic growth of 8% or more by 2025 and double digits in the coming years with important contributions from new growth drivers.
The Prime Minister requested that delegates should make frank and objective assessments, and demonstrate with specific data the implementation of science and technology activities, innovation, digital transformation, administrative reform and Project 06 in the past time. Along with that, clearly state the progress of the implementation of the Plan and the direction of the Prime Minister at the First Session.
From there, identify the existing problems, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, policies, and resource mobilization. At the same time, clearly point out the contents that are still behind schedule, analyze the objective and subjective causes, and draw lessons.
In this process, the Prime Minister emphasized the need for the participation, attention, and strong direction of ministers, heads of agencies, heads of sectors, provincial party secretaries, and chairmen of People's Committees at all levels, especially in building databases. Only with a Vietnamese database can there be Vietnamese artificial intelligence.
Up to now, nationwide, 20/22 ministries, ministerial-level agencies, government agencies and 63/63 provinces and centrally-run cities have established and completed the Steering Committee on science and technology development, innovation, digital transformation and Project 06.
The rate of full-process online public services (DVCTT) out of the total number of administrative procedures nationwide in April reached 50.4%. The rate of full-process online public services with online records out of the total number of administrative procedures with records was 50.65%. The rate of full-process online records out of the total number of administrative procedures resolved nationwide on average reached 39.46%.
The National Public Service Portal has provided 3,525 public services. Nationwide, 50.5 million documents have been sent and received via the National Document Interconnection Axis.
The Ecabinet system has served 120 conferences and meetings of the Government and processed 3,005 ballots for Government members, replacing about 997,308 paper files and documents.
The total number of digital platforms deployed from the central to local levels by 14 agencies is 225 platforms. The total number of digital signature certificates issued nationwide as of May 12, 2025 is more than 17 million 11-digit digital certificates. The proportion of the adult population with digital signatures is 27.7%.
