The documents of the 14th Party Congress continue to affirm the need to strengthen and consolidate grassroots Party organizations and build a team of cadres and Party members that meets the requirements of the tasks in the new period.

The Party branch secretary plays a central role in uniting, organizing, and leading all activities of the Party branch.

In response to the increasing demands for strengthening grassroots Party organizations, the Central Committee, the Politburo, and the Secretariat have issued many important policies, including Resolution No. 21-NQ/TW (13th Congress) of the Central Committee and Directive No. 50-CT/TW of the Secretariat, which outline key solutions to overcome the formalistic nature of Party branch activities, enhance the leadership, educational , and fighting spirit of Party branches; and emphasize that the decisive factor is the Party branch secretary.

Party committees at the city and provincial levels nationwide have resolutely directed the consolidation of grassroots party organizations and the improvement of party member quality, considering this a key factor in ensuring the stability and effectiveness of the political system at the grassroots level. Paying attention to building party branch committees and branch secretaries with sufficient qualities, prestige, leadership capacity, and fighting spirit is also a key solution emphasized by city and provincial party committees.

Comrade Doan Duy Tan, Head of the Organization Department of the Da Nang City Party Committee, stated: The Standing Committee of the City Party Committee has issued numerous resolutions, directives, projects, and programs to effectively lead and guide the implementation of the Central and City Party Committee's policies on Party building and the political system, building a contingent of cadres, especially Party secretaries; emphasizing the exemplary role of Party branch secretaries, considering this a direct factor in overcoming the problem of formalistic Party activities; and simultaneously strengthening inspection, supervision, guidance, and replication of effective models. The evaluation of Party branch secretaries is linked to the results of political task implementation and the actual changes at the grassroots level.

Party branch resolutions are only truly effective when they are concretized through action and evaluated by the results of implementing political tasks. At the Da Nang Petrochemical Branch Party Branch (Petrolimex Petrochemical Corporation), the role of the branch secretary is clearly demonstrated, serving as a foundation for the unit to overcome many difficulties, especially the competitive pressure from the market. As the branch secretary and branch director, Comrade Pham Hong Khoa identified the key task as maintaining ideological stability, fostering consensus and unity among all cadres, party members, and employees.

Based on practical leadership and management experience, the Party Committee has correctly selected key tasks that are closely aligned with practical requirements to include in annual resolutions. As a result, the Party branch's resolutions have created unity in understanding and determination to act throughout the unit; helping the branch maintain its growth momentum and gradually improve employee income. In 2025, the branch's output increased by 11.2%, revenue increased by 11.4%, contributing to an increase in employee income exceeding 14.2% compared to the same period last year. Besides leading the implementation of tasks related to grassroots realities, the Party branch secretary also holds a key position in organizing, managing, and improving the quality of Party branch activities. Comrade Le Tri Vu, Head of the Organization Department of the Hai Phong City Party Committee, stated that the City Party Committee considers improving the quality of Party branch activities as a particularly important task.
