Effectively implement the "Skilled Mass Mobilization" movement.
Building on its existing foundation, Duc Linh aims to achieve the status of a model new rural commune by early 2024. To mobilize the participation of all sectors of the population in implementing the new rural criteria, the Duc Linh Commune Party Committee has identified propaganda and mobilization as its leading task, guided by the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit."
Mr. Nguyen Xuan The, Secretary of the Party Committee and Chairman of the People's Committee of Duc Linh commune, shared: “Thanks to effective mass mobilization work, the locality has been able to leverage the strength of the entire political system and all the people in building new rural areas. In 2023, people in the commune donated more than 4,000 square meters of land, contributed thousands of man-days of labor, and more than 3 billion VND to implement the projects. As a result, the commune has basically achieved 4 out of 4 criteria for a model new rural commune. In the new year 2024, we will continue to effectively implement the "Skilled Mass Mobilization" movement with renewed enthusiasm to join forces with the district to achieve new goals.”
Residents of Tho Dien border commune are participating in a campaign to beautify their residential area.
Besides Duc Linh commune, this principle has also been consistently implemented by Party committees and authorities at all levels in Vu Quang district, achieving many positive results. In 2023, people throughout the district donated more than 12,000 square meters of land to upgrade nearly 10 kilometers of roadbeds and shoulders; and built 10 kilometers of new rural roads. Main roads in communes, villages, and hamlets have been widened, planted with trees, and improved to meet the transportation needs of the people. This has helped Vu Quang become more stable on its journey to building an advanced new rural district.
Along with "effective mass mobilization," direct dialogue between the heads of Party committees and government with the people is also given special attention in Vu Quang. Through these dialogue conferences, many outstanding issues, difficulties, and obstacles at the grassroots level have been resolved. This is an important channel for all levels of government to disseminate and implement the Party's guidelines and policies, as well as the laws and regulations of the State, province, and district; creating a close and strong relationship with the people.
Along with "effective mass mobilization," Vu Quang also places special emphasis on direct dialogue between the heads of Party committees and government with the people.
Mr. Vo Dinh Quang, Head of the Mass Mobilization Department of the Vu Quang District Party Committee, said: “In 2023, localities in the district organized 20 large-scale dialogues at the commune level, with the participation of working groups from the District Party Committee Standing Committee and specialized departments and agencies. Through these dialogues, nearly 200 opinions were considered, answered, and resolved directly. In addition, localities also organized 50 dialogues at the village and residential group levels, with nearly 500 opinions received and resolved.”
The dialogue sessions promptly addressed and resolved the concerns and aspirations of the people; they became a democratic forum through which leaders could identify shortcomings in their leadership and management, as well as issues requiring focused guidance and resolution.
The Party Committee of An Phu commune has seriously implemented the task of innovating and improving the quality of Party branch activities.
Enhancing the leading role of the Party
In the past, many Party branches, especially rural branches in An Phu commune, had low-quality meetings with monotonous and unappealing content, failing to closely adhere to the local political tasks; the meetings were merely periodic and lacked significant Party building efforts... Faced with this situation, the An Phu Commune Party Committee has implemented numerous solutions to innovate and improve the quality of Party branch meetings.
The Party Committee of An Phu commune assigned members of the Party Committee and the Standing Committee to oversee and directly attend branch meetings to guide the branches on the form and content of meetings, as well as to promptly understand the thoughts and aspirations of Party members and the people. In addition, the unit maintained monthly meetings with branch secretaries; and strengthened inspection and supervision of the adherence to meeting regulations and the quality of meetings in the branches.
The people of An Phu commune are beautifying the green fences, creating a highlight in the construction of new rural areas.
Mr. Tran Van Thu, Secretary of the Party Committee and Chairman of the People's Committee of An Phu commune, affirmed: "Thanks to strictly maintaining the party branch meeting schedule, the percentage of party members participating in branch meetings has reached 100%. All tasks assigned by higher levels have been fully implemented by the party branches, especially in the work of developing party members and building new rural areas. Since the beginning of the year, the Party Committee has admitted 4 new party members (achieving 100% of the set plan)."
Not only in An Phu, but also in Duc Linh, Tho Dien communes, and Vu Quang town, the Party committees have seriously implemented reforms to improve the quality of grassroots Party branch activities. This contributes to enhancing the quality and fighting capacity of local grassroots Party organizations, especially in promoting the Party's leading role in social life, acting as a bridge between the Party and the people, and motivating the people to participate in building a stronger Party and government.
People in Vu Quang are replicating economic models to increase their income.
Mr. Nguyen Thieu Quang - Standing Deputy Secretary of the Vu Quang District Party Committee emphasized: "To achieve these results, every year, the Standing Committee of the District Party Committee has issued targets on Party building work, assigning them to Party branches for implementation; issued plans to improve the quality of Party branches; and assigned members of the District Party Committee to attend Party branch meetings at the grassroots level."
Furthermore, the District Party Committee regularly directs grassroots Party committees and branches to consolidate and enhance the leadership capacity and fighting strength of the Party; promote democracy and strictly implement the principles of self-criticism and criticism. Party inspection, supervision, and disciplinary enforcement are also strengthened; thereby, promptly addressing shortcomings and contributing to the Party organization's strict adherence to meeting procedures and improving the quality of branch meetings.”
Building a strong Party will create momentum for the development of rural areas in Vu Quang.
Regarding the work of developing Party members, in addition to the regulations in the Party Charter and the Central Committee's guidelines, the Standing Committee of the Vu Quang District Party Committee annually develops a plan and assigns targets for Party member development to subordinate Party committees and branches. Based on the plan from the higher level, the units have proactively developed plans, created sources for developing new Party members; promoted propaganda and education on revolutionary traditions in the locality; organized activities and emulation movements at the grassroots level... in order to select outstanding individuals, evaluate and analyze their quality, and include them in the planning and training process.
Thanks to this, in 2023, the Vu Quang Party Committee admitted 98 new party members (achieving 122.5% of the plan), bringing the total number of party members in the entire district to 2,950. Along with the increase in numbers, Vu Quang continues to implement comprehensive solutions to improve the quality of party members, further promoting the role of party members in carrying out political tasks and building strong grassroots party organizations in localities and units.
