Efforts to innovate mass mobilization work towards being closer to the grassroots and for the people.

Building on the glorious 93-year tradition of the Party's mass mobilization work, each Party committee, Party organization, cadre, Party member, civil servant, and public employee in the political system of Ha Tinh province is constantly innovating its mass mobilization work in a way that is close to the grassroots, truly "respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people," and "listening to what the people say, speaking in a way the people understand, and acting in a way the people trust."

Ninety-three years ago, from October 14-31, 1930, in Hong Kong, the First Central Committee Conference of the Party adopted the Political Platform, the Party Charter, and various resolutions. The First Central Committee Resolution clearly stated: "In the upper-level Party committees (from city and provincial committees upwards), specialized committees for mass movements must be organized." From then on, the Party's system of specialized committees for mass movements, including the Workers' Movement, Peasants' Movement, Youth Movement, Women's Movement, Military Movement, and the Anti-Imperialist Front, was established to organize, gather forces, educate, and mobilize the people to participate in revolutionary movements under the leadership of the Communist Party of Vietnam .

Following the successful August Revolution of 1945, the nation gained independence. The revolutionary cause underwent new transformations, requiring the Party's mass mobilization efforts to be further strengthened in order to maximize human and material resources for the resistance and national reconstruction. President Ho Chi Minh wrote the article "Mass Mobilization," published in the newspaper Su That (Truth), issue 120, dated October 15, 1949, under the pseudonym XYZ. This article is of immense importance, reflecting the overarching idea that "Revolution is the cause of the masses." It serves as a handbook for mass mobilization work, providing comprehensive and profound guidance on the purpose, target, tasks, and methods of mass mobilization for cadres, Party members, government organizations, and mass organizations in response to the demands of the revolutionary cause.

In October 1999, on the occasion of the 50th anniversary of President Ho Chi Minh's writing of "Mass Mobilization," at the suggestion of the Central Committee's Mass Mobilization Department, the Politburo (8th term) agreed to designate October 15, 1930, as the traditional day for the Party's mass mobilization work and decided to choose October 15 every year as the "Mass Mobilization Day" for the whole country to promote the study and implementation of President Ho Chi Minh's teachings on mass mobilization work.

Throughout 93 years of accompanying the nation's revolutionary history, mass mobilization work has always been an important part of Party building, having strategic significance for the Party's revolutionary cause, contributing to consolidating and strengthening the close relationship between the Party, the State, and the People.

In parallel with the development of the Party's mass mobilization work, over the past period, mass mobilization work in Ha Tinh has always been given attention by Party committees, governments at all levels, and the entire political system, implemented in a practical, effective, and effective manner. This has contributed to promoting the people's right to self-governance, improving their material and spiritual lives, and playing a significant role in socio-economic development, maintaining political security, and social order and safety in the province.

The Propaganda Department of the Ha Tinh Provincial Party Committee organized a survey trip to assess the situation of mobilizing the Chut ethnic minority people in Rao Tre village, Huong Lien commune (Huong Khe district).

From the beginning of the 2020-2025 term to the present, Party committees and organizations at all levels have focused on implementing mass mobilization work in conjunction with the key political tasks of their localities and units each year and each stage; continuing to concretize the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" in managing and organizing the implementation of tasks, especially in areas directly related to the rights, responsibilities, and obligations of the people, such as: socio-economic development programs and plans; building new rural areas and civilized urban areas; land clearance and resettlement for key provincial projects; COVID-19 prevention and control; social security work, etc.

Directing efforts to improve the effectiveness of citizen reception, contact, and direct dialogue between heads of Party committees and government at all levels and the people has yielded positive results. Since the beginning of the term, the entire province has organized 982 meetings and dialogues between heads of Party committees and government at all levels and the people, including 4 at the provincial level, 118 at the district level, and 863 at the commune level.

Government-led mass mobilization efforts have received attention; administrative reform has been strengthened, gradually shifting the mindset from a command-and-control approach to a government that supports and serves the people. The Vietnam Fatherland Front and other mass organizations have reformed their content and methods of operation, focusing on grassroots levels; caring for the legitimate rights and interests of their members and all segments of the population.

Thanks to effective mass mobilization efforts, Cam Loc commune (Cam Xuyen district) has fostered unity between religious and non-religious communities, contributing to the locality achieving 17 out of 20 criteria for advanced new rural development.

Effective implementation of mass mobilization work has fostered greater trust between the people and Party committees and authorities at all levels, contributing to promoting socio-economic development and regaining growth momentum. Overall, during the 2021-2023 period, average GRDP growth reached approximately 5.65%; total budget revenue in the area during the 2021-2023 period was estimated at 53,906 billion VND; investment attraction showed significant improvement; and the construction of new rural areas achieved many important results. Cultural and social fields achieved outstanding results, and social welfare activities created a widespread impact. By the end of 2022, the poverty rate was only 3.79% according to the new multidimensional poverty standard.

Building upon the glorious 93-year tradition of the Party's mass mobilization work, each Party committee, Party organization, and every cadre, Party member, civil servant, and public employee in the political system of Ha Tinh province will continue to study and thoroughly understand the thoughts, ethics, and style of mass mobilization of President Ho Chi Minh; innovate mass mobilization work towards being close to the grassroots, truly "respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people," "listening to what the people say, speaking in a way the people understand, and acting in a way the people trust"; linking the good performance of mass mobilization work with the responsibility of setting an example for cadres and Party members, and excellently fulfilling the tasks entrusted by the Party and the people.

Propagating and mobilizing the people with the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" is an effective method in mass mobilization work implemented by Party committees and authorities at all levels in Cam Xuyen.

Imbued with President Ho Chi Minh's teachings: "The people's strength is immense. People mobilization is very important. Poor people mobilization leads to poor results in everything. Skillful people mobilization leads to success in everything," the People's Mobilization Department of Ha Tinh province is striving and determined to contribute to the successful implementation of the resolutions of the Party congresses at all levels for the 2020-2025 term, bringing Ha Tinh to rapid and sustainable development, and making it a relatively prosperous province in the country by 2030.
