Establishing a new legal framework for the sustainable development of traditional craft villages.

On June 2nd, in Vung Tau ward (Ho Chi Minh City), the Department of Cooperative Economics and Rural Development (Ministry of Agriculture and Environment), in coordination with the Ho Chi Minh City Department of Agriculture and Environment and the School for Training and Development of Agricultural and Environmental Cadres, organized a workshop to gather feedback on the draft decree replacing Decree 52/2018/ND-CP on the development of rural industries.

The workshop was co-chaired by Ms. Nguyen Thi Hoang Yen, Deputy Director of the Department of Cooperative Economics and Rural Development; Mr. Nguyen Van Da, Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City; and Mr. Nguyen Quoc Oanh, Principal of the School for Training and Development of Agricultural and Environmental Cadres.

The draft divides rural industries into five groups: processing of agricultural, forestry, and aquatic products; handicrafts; household products; ornamental plants; salt production; and supporting services. The State encourages development along the value chain, linking raw material areas and production to consumption in order to increase added value.

The draft also stipulates that traditional crafts must have existed for 30 years or more, possess a distinct cultural identity, and be maintained or have the potential for revival. A craft village must have at least 20% of its households participating in rural craft activities, or the value of its production must account for at least 50% of the community's total production value.

At the workshop, many delegates offered suggestions on criteria for recognizing artisans, mechanisms for supporting digital transformation, and green development for craft villages.

Lawyer Ho Minh Son, Vice President of the Vietnam Handicraft Village Association, believes that consistency between the draft decree and current regulations on emulation, commendation, and awarding of artisan titles is necessary. At the same time, the criteria for evaluating artisans should be tailored to the specific characteristics of each industry group instead of being applied universally.

Meanwhile, Mr. Nguyen Minh Tien, Director of the Agricultural Trade Promotion Center, proposed adding a mechanism to support artisans in applying artificial intelligence (AI), e-commerce, and green transformation to meet international market requirements.

"If we continue to use fossil fuels, our handicraft products will find it difficult to access demanding markets like the EU due to carbon emission regulations," Mr. Tien stated.

According to Mr. Vu Ngoc Dang, Head of the Ho Chi Minh City Rural Development Sub-Department, the new decree needs to increase decentralization to localities in recognizing traditional crafts, craft villages, and artisans to ensure timeliness and create motivation for people to confidently engage in production.

Concluding the workshop, Ms. Nguyen Thi Hoang Yen stated that the drafting agency will continue to incorporate feedback to refine the draft decree in a way that is feasible and practical.

"Rural crafts can only develop sustainably when a synchronized ecosystem is built, in which the State plays a facilitating role, artisans preserve the soul of the craft, and businesses act as a bridge to bring craft products to the international market," Ms. Yen emphasized.
