Khanh Hoa is facing the need to shift to a new development model based on productivity, knowledge, data, technology, and innovation. The locality has been promoting cooperation to implement digital transformation and build a digital ecosystem.

"Transform" the approach
Resolution No. 57-NQ/TW of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation identifies science and technology, innovation, and digital transformation as the leading driving force for socio-economic development in the new period. The People's Committee of Khanh Hoa province has developed a plan to assess the level and capacity of production technology; build a technology map, a technology roadmap, and a technology innovation roadmap for the province until 2035.
According to Nguyen Thanh Ha, Vice Chairman of the People's Committee of Khanh Hoa province, the locality aims to objectively and comprehensively assess the level and capacity of technology in the area to determine the current state of technology, the ability to absorb and master it, and the readiness for technological innovation in each key industry and sector. This result will also serve as a basis for Khanh Hoa to propose mechanisms and policies to promote the transfer and application of advanced technologies; encourage the development of high technology and smart production models associated with digital transformation and sustainable development.
The province will focus its assessment and survey efforts on organizations, research institutes, universities within the province, and at least 50 key enterprises. The planned industry groups include: Marine Economy ; Processing, Manufacturing, and Automation; Healthcare, Medical Services, and Pharmaceuticals; Smart Agriculture; and Energy Production Technology.
Dr. Pham Thi Hong Phuong, Head of the Ecotech - Techfest Vietnam Technology Community, proposed that Khanh Hoa province approach science, technology, innovation, and digital transformation policies through four fundamental transformations. First, shifting from "applying technology" to "redesigning development models using technology." Second, shifting from a "digital transformation movement" to "data-driven governance." Third, shifting from "topic-based research" to "ordering projects based on development problems." Fourth, shifting from "innovation at the provincial level" to "innovation down to the commune/ward level." Khanh Hoa needs a strong, unified provincial program encompassing science and technology, innovation, digital transformation, administrative reform, enterprise development, human resource training, and digital economy development. This program should clearly define its goals for 2030: the digital economy becoming a crucial component of GRDP; and digital government operating seamlessly from the provincial level down to the commune/ward level. Key economic sectors all have industrialization programs, and local authorities at the grassroots level all have their own innovation plans.
Cooperation in developing digital infrastructure
According to the Ministry of Science and Technology, Khanh Hoa ranked 16th out of 34 localities in the DTI (Digital Transformation Index) in 2024. The Local Innovation Index (PII) for 2025 reached 46.54 points, ranking 9th nationwide. This is a positive sign but also highlights the need to maintain the improvement momentum with tangible results at the industry, enterprise, and commune/ward levels.
The People's Committee of Khanh Hoa province has collaborated with the Vietnam Post and Telecommunications Group (VNPT) to continue creating breakthroughs in technology, innovation, and digital transformation in Khanh Hoa province during the 2026-2030 period.
According to Mr. To Dung Thai, Chairman of the Board of Members of Vietnam Post and Telecommunications Group (VNPT), the Group will accompany Khanh Hoa in effectively implementing Resolution No. 57-NQ/TW and Resolution No. 71/NQ-CP on amending, supplementing and updating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo, contributing to building digital infrastructure, improving governance capacity and service quality for people and businesses. The Group will participate in consulting and implementing comprehensive digital infrastructure development programs such as 4G/5G/6G broadband networks, cloud computing, IoT, data platforms and solutions to ensure network security. The Group is researching investment in telecommunications infrastructure for strategic projects in the 2026-2030 period, contributing to making Khanh Hoa a center for connecting trade and economic activities between Vietnam, ASEAN countries and the region.
According to the Department of Science and Technology of Khanh Hoa province, the locality has relatively developed infrastructure and potential for digital transformation. The province has 3,584 mobile base stations, including 275 5G stations. The fiber optic cable network has a total length of 16,712 km, of which 2,325 km have been laid underground. The Level II dedicated data transmission network has connected 100% of Party and government agencies from the provincial to the grassroots level…
According to Chairman of the People's Committee of Khanh Hoa province, Nguyen Viet Hung, the province is prioritizing the completion of the Khanh Hoa Provincial Intelligent Operations Center (IOC) in accordance with the guidelines of the Ministry of Science and Technology. Data from various sectors will be standardized; AI platforms will be applied to serve operational forecasting and provide services to citizens, and to promote the development of 5G network infrastructure. This aims to meet the requirements of industrial development, attract investment, and promote digital transformation, creating a foundation for digital transformation, the digital economy, and the digital society in Khanh Hoa province…
With a focus on building a data ecosystem, promoting innovation, and developing a synchronized digital infrastructure, Khanh Hoa is gradually transforming its growth model towards one based on knowledge, technology, and the digital economy. This is a strategic step for the locality to realize its goal of becoming a smart city, a maritime economic center, and a growth pole for the South Central and Central Highlands regions in the future.
