Recognizing that raising awareness of digital skills and competencies is fundamental, Thieu Ngoc Secondary School (Thieu Tien commune) has applied technology in teaching activities, organized thematic workshops, and used artificial intelligence (AI) in lesson planning... thereby inspiring teachers and students.

Mr. Ngo Van Thanh, the school principal, shared: “To develop a teaching staff that meets the requirements of digital transformation, the school regularly creates opportunities and encourages staff and teachers to participate in training courses on applying AI in designing digital lessons and teaching STEM. Teachers are encouraged to build digital learning resource banks, video lectures, and question banks... to share within their subject groups. Students are encouraged to participate in competitions on science and technology innovation, informatics... to help improve their digital skills and creativity.”

Located in the mountainous Linh Son commune, Linh Son Primary School has invested in and managed its facilities to support digital education . The school has Wi-Fi coverage, upgraded smart classrooms, added computers, and teachers use digital student records, electronic lesson plans, and digital signatures. Ms. Nguyen Thi Ngoc, Principal of Linh Son Primary School, shared: “The innovation of teaching methods towards developing digital competencies has been implemented comprehensively. In subjects like Informatics, English, Vietnamese, and Science, teachers creatively and engagingly integrate digital content. For Informatics, the school has a classroom with 23 computers that are functioning well. In addition to compulsory Informatics from grade 3 onwards, students in grades 1 and 2 also regularly receive training in digital skills to facilitate participation in online competitions such as the Vietnamese Language Champion competition and the VioEdu competition.”

The shift in mindset and action from the leadership has opened up new opportunities for each administrator, teacher, and student to develop their abilities in relation to practical tasks. Ms. Bui Thi Sang, an English teacher at Linh Son Primary School, said: “For English, applying technology in the teaching process helps access a rich source of learning materials from digital books, videos , and AI, helping to improve listening and speaking skills… For True/False exercises, to help students practice digital skills, teachers can also call students to the board to perform the tasks directly on a smart TV, thereby making the lesson more lively and engaging, increasing interaction between students and teachers.”

Developing digital human resources is a crucial task for the education sector to meet the country's development requirements. Currently, the Ministry of Education and Training is seeking feedback on the draft circular promulgating the Digital Competency Framework for teachers and administrators in preschool, primary, secondary, and continuing education institutions.

The Digital Competency Framework will comprise six competency domains, with component competencies (Digital Teaching Organization, Digital Assessment, Learner Empowerment, Digital Technology Skills, Professional Development, AI) to standardize digital skills and help teachers meet the requirements of digital transformation in education, through extensive consultation with localities and schools.

According to the draft, the Digital Competency Framework will serve as the basis for developing training programs for teachers; learning materials and guidelines for developing digital competencies for teachers and educational administrators to meet the requirements of digital transformation in education; and improving the quality of education. In addition, the Digital Competency Framework will be the basis for assessing the digital competencies of teachers and educational administrators in training and professional development programs; establishing criteria for testing, evaluating, and recognizing the digital competencies of teachers and educational administrators. At the same time, it will contribute to ensuring consistency in the digital competency requirements for teachers and educational administrators, serving as a basis for comparison or reference between teacher and educational administrator training programs.
