Also present at the inspection were: Cao Tuong Huy, Acting Chairman of the Quang Ninh Provincial People's Committee; Lieutenant General Pham Quang Ngan, Director of the Department of Militia and Self-Defense; and representatives from functional agencies of the General Staff of the Vietnam People's Army.

Over the past period, the Party Committee and the Provincial Military Command of Quang Ninh have advised and assisted local Party committees and authorities in directing the organization of militia and self-defense forces effectively; focusing on consolidating and strengthening these forces to ensure both quantity and quality; maintaining a reasonable ratio, and making an important contribution to the provincial armed forces in receiving and successfully completing assigned military and national defense tasks. Currently, the militia and self-defense forces of Quang Ninh province account for 1.76% of the population, of which Party members account for 23.4% of the total militia and self-defense forces in the province.

After inspecting the permanent militia checkpoints in Mong Cai City and Binh Lieu District, and listening to reports from the leaders of the Quang Ninh Provincial Military Command, Lieutenant General Nguyen Doan Anh commended the outstanding results in the organization, training, operations, and provision of policies and benefits for the permanent militia of Quang Ninh province. The Deputy Chief of the General Staff of the Vietnam People's Army requested the Party Committee and the Provincial Military Command of Quang Ninh to continue to effectively advise the local Party committees and authorities on leadership and direction, ensuring the successful implementation of military and national defense work in general, and the activities of the militia and self-defense forces in particular.

Along with directing districts and cities in the province to implement and complete the construction of permanent militia combat posts, the Provincial Military Command needs to provide effective advice and strict guidance to ensure the selection of citizens within the militia age range who meet the health requirements and have clear political backgrounds to form permanent militia platoons; and to pay attention to allocating funds to maintain the operation of this force. It should proactively advise and propose to local Party committees and authorities to ensure good policies and benefits for militia and self-defense forces in general, and permanent militia in particular, when the Government adjusts the salary regime for cadres, civil servants, and workers....
