Prime Minister Pham Minh Chinh has just signed a decision appointing Lieutenant General Le Van Huong, Director of the Military Personnel Department, General Staff, to the position of Deputy Chief of the General Staff of the Vietnam People's Army.

The General Staff is the command and control agency of the People's Army and the Self-Defense Militia; it organizes and directs the development of the People's Army and the Self-Defense Militia, and commands military operations.

The General Staff includes the Chief of the General Staff, the Deputy Chiefs of the General Staff, and functional departments responsible for operations, combat training, military forces, etc.

The Chief of the General Staff - Deputy Minister of National Defence is the person who replaces the Minister of Defence in managing the activities of the Ministry of Defence when the Minister is absent.

The Chief of the General Staff directs agencies and units under the General Staff to develop military strategies; plan and execute national defense plans; preside over coordination, guidance, inspection, and supervision of ministries, ministerial-level agencies, and People's Committees at all levels in implementing legal regulations on national defense; and inspect and supervise units in complying with military discipline, state laws, and orders of the Minister of National Defense.

The current Chief of the General Staff is General Nguyen Tan Cuong, Deputy Minister of National Defense.
