For the SIPAS Index, it is an objective measure that honestly reflects the evaluation results of people and organizations about the service of state administrative agencies through the provision of public administrative services by state administrative agencies. In 2022, the independent survey by the Ministry of Home Affairs and the Provincial Post Office directly distributed ballots to people's homes with a total of 486 questionnaires in a number of villages and neighborhoods in districts and cities including: Phan Thiet, Duc Linh, Phu Quy. Through the survey of criteria on the level of people's satisfaction with a number of criteria in the SIPAS Index, they are ranked near the bottom of the country. Not promoting the role of a leader
Pointing out the shortcomings and limitations in the PAR work, according to Chairman of the Provincial People's Committee Doan Anh Dung, the indicators assessing the competitiveness, the level of PAR, the satisfaction of people and businesses in the province for many years have been ranked very low, with the index always at the bottom of the rankings of the whole country. In addition, the progress of digitizing the results of administrative procedures in the province is slow, and the results of the implementation of online public services are still limited...
According to the Chairman of the Provincial People's Committee, one of the first and decisive reasons for the above-mentioned shortcomings and limitations must be mentioned that the direction and administration of PAR by the heads of departments, branches and localities has not been drastic, not considered as a key task.
