In early April 2026, the People's Committee of Dong Nai province (now Dong Nai city) issued Decision No. 1383/QD-UBND promulgating the Digital Architecture Framework for the province. The Dong Nai Digital Architecture Framework was developed to establish a unified, synchronized, and long-term framework for the entire development process of digital government, digital economy , digital society, and smart cities in Dong Nai, ensuring consistency, compliance, and systematic inheritance of the leading national architecture frameworks.
Many experts believe that the Digital Architecture Framework not only enhances management but also contributes to the creation and development of Dong Nai city. Mr. Hoang Hai Liem, Director of Solutions at Sun Viet Information Technology Development Joint Stock Company (SVTECH - headquartered in Ho Chi Minh City), shared: The Digital Architecture Framework is based on data. Dong Nai has proactively issued and developed a roadmap for implementing the Digital Architecture Framework in the area. The development of a modern, data-driven digital government aims to support leadership, direction, and management activities at all levels of government, enabling decision-making based on data, analysis, and forecasting.
The Dong Nai City IOC Center is accelerating the completion of dashboards to monitor the receipt and processing of administrative procedures. Currently, relevant departments, agencies, and units are focusing on solutions to connect and integrate specialized information systems and data sources into the city's IOC Center system.
Simultaneously, citizens and businesses have convenient, seamless, and transparent access to online public services, regardless of administrative boundaries. Data becomes a strategic resource for the city, managed uniformly, shared legally, and effectively utilized to serve socio-economic development.
Mr. Le Hung Nam, Director of Solutions at HPE Vietnam, stated: One of the digital transformation solutions in smart city governance is the application of governance technology based on digital city mirroring. This solution will effectively support urban planning and management, forecasting and responding to environmental, traffic, and climate change issues. To promote smart city development, in addition to digital technology solutions, localities need to focus on green and smart planning, sustainable infrastructure development, and strengthening cooperation and transfer of modern technology.

Dong Nai City focuses on digital transformation to serve smart urban governance, aiming to form a professional and modern administrative system, shifting strongly from management to service, with citizens and businesses at the center.
To achieve this, applying artificial intelligence (AI), the Internet of Things (IoT), and big data to smart city governance, environmental management, and improving the quality of life for citizens is one of the key solutions in the new development context.
According to Deputy Director of the Department of Science and Technology Nguyen Minh Quang: In the coming period, the city's science and technology sector will focus on implementing key solutions to carry out Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; and synchronously deploy the Digital Architecture Framework from the city level to the commune and ward levels, with specific decentralization and task assignments to avoid overlap. The Department of Science and Technology will proactively review and compile databases from departments, agencies, communes, and wards in the city to form a centralized digital data warehouse for the city. This will create a data foundation for applying modern digital technologies to the management and operation of a smart city.
Deputy Director of the Department of Health, Le Quang Trung, shared: To promote digital transformation associated with the smart governance model, the health sector in Dong Nai will focus on implementing key solutions regarding improving digital infrastructure; developing human resources; standardizing and circulating data; and strengthening inter-sectoral cooperation. In particular, the health sector will prioritize investing in upgrading network systems, data centers, and information technology equipment; ensuring synchronous connectivity from the city level to the grassroots level.
At the seminar on Digital Transformation Orientation for Smart City Governance in Dong Nai City held in early May 2026, Mr. Le Truong Son, Member of the Standing Committee of the City Party Committee and Vice Chairman of the People's Committee of Dong Nai City, shared: To clarify the orientations and solutions for digital transformation serving smart city governance, Dong Nai City needs to focus on key issues regarding digital platforms and data, smart city governance based on a digital city mirror, the application of digital transformation in areas that directly serve people's lives, and comprehensive digital security.
The leaders of the City People's Committee assigned the Department of Science and Technology to take the lead, in coordination with the City People's Committee Office and relevant units, in compiling all opinions and technological solutions proposed at the seminar. From there, they will advise and propose to the City People's Committee to update the digital transformation plan and the Smart City Project of Dong Nai City; contributing to building Dong Nai City into a smart, modern, and livable city.
