Housing for low-income earners
Bac Ninh province is experiencing rapid industrialization, with industrial zones attracting hundreds of thousands of workers from both within and outside the province. This has led to a huge demand for social housing for workers and low-income earners. Therefore, the province has identified the development of social housing as a key task, both for social welfare and to create a foundation for stabilizing and retaining the workforce. Since the beginning of 2025, the Provincial People's Committee has focused on directing departments, localities, and investors to accelerate the progress of social housing projects, striving to complete and exceed the targets set by the Prime Minister. On many construction sites, the atmosphere is one of urgency, with investors organizing multiple work fronts, working three shifts and four teams, including weekends and holidays, to ensure timely completion of housing complexes for workers and low-income earners.

The Cat Tuong Smart City social housing project in Yen Trung and Tam Da communes is considered a highlight in terms of construction progress. Construction began in 2018 on an area of approximately 9.7 hectares, comprising 1,289 social housing units and some commercial housing units. Cat Tuong Joint Stock Company is the investor with a total investment of over 1,768 billion VND. Mr. Pham Tien Dung, General Director of the company, stated that the project has basically completed construction in blocks, with 1,040 apartments completed, of which 513 have been sold. The remaining apartments are being urgently completed, with the entire project expected to be finished by the end of 2026. Along with housing construction, the investor is focusing on completing the internal transportation system, electricity supply, water supply, and other social infrastructure, ensuring stable and long-term living conditions for residents.
Similarly, the social housing project for workers in Nenh Ward has a total investment of over 1,048 billion VND, built on an area of nearly 4.3 hectares, comprising 3 18-story apartment buildings with 1,236 apartments. The project, which started in 2023, has now reached approximately 80% completion. On the construction site, the building blocks have completed the rough construction phase, and many architectural, electrical, water, and fire safety systems are being implemented simultaneously, ensuring technical requirements and progress. The investor is focusing on accelerating finishing work such as installing electrical and water systems, aluminum and glass windows, and painting the apartments, striving to complete the entire project in 2026 for early occupancy.
In addition to the aforementioned projects, the province also has many completed and accelerated social housing projects such as: Hoang Ninh Ecolife social housing project in Nenh ward with 670 apartments; Phuong Lieu ward social housing project with 1,938 apartments; Yen Dung ward social housing project with 1,836 apartments; Yen Phong commune social housing project with 2,376 apartments… According to the Department of Construction, key social housing projects are basically on track, with many projects accelerating construction in the last months of the year, creating momentum to complete the assigned targets. From the beginning of the year to the end of November 2025, the entire province has completed 15,685 social housing units, reaching 98.47% of the assigned target. It is expected that in December, the province will complete an additional 600 social housing units, exceeding the total target for 2025.
Partnering with investors
The successful completion of social housing construction exceeding targets affirms the province's political determination to effectively implement social security policies, creating a stable and sustainable living environment for workers and low-income earners. To achieve this result, the province has promptly concretized the Government's guidelines with plans and action programs tailored to the practical situation, assigning clear targets to each project.

Accordingly, the top priority solution is to expedite land clearance, as this is considered one of the key stages determining the project's progress. Local authorities have established task forces, intensified dialogue and persuasion efforts, promptly resolved obstacles, ensured the legitimate rights of residents, and handed over cleared land to the investor for construction as soon as possible. A prime example is the Hoang Ninh Ecolife social housing project in Nenh Ward, where the ward government has actively surveyed land, developed compensation plans, and cleared land to ensure timely handover to the investor. Over 80% of the project's land area has been compensated and cleared on schedule in 2025. The remaining area is being processed according to established procedures.
In addition, the Department of Construction proactively coordinated with other departments, agencies, and localities to review and resolve difficulties in investment procedures, strengthen on-site inspections, and require investors to commit to the progress and quality of the projects. On the business side, many investors promptly allocated capital, mobilized additional manpower and machinery, organized continuous construction, and coordinated with banks to access preferential credit sources to ensure project implementation.
According to the target set by the Prime Minister, the province aims to complete 135,002 social housing units by 2030. To achieve this goal, the Department of Construction is focusing on implementing 96 social housing projects. In particular, recognizing social housing development as a long-term task, the province continues to review and supplement planning, prioritizing the allocation of clean land in convenient locations near industrial zones and urban areas, ensuring connectivity to transportation, healthcare, and education infrastructure, creating favorable conditions for workers and low-income earners to live there long-term. The province encourages businesses to participate in investment through preferential policies on land, taxes, and credit.
With the synchronized implementation of these solutions, Bac Ninh province is gradually developing social housing areas with integrated infrastructure and amenities, contributing to improving the quality of life for workers. This will create a solid foundation for the sustainable socio-economic development of the province in the coming period.
