Yen Dinh District is actively implementing many solutions to build advanced new rural areas and model new rural areas.

The economy is developing steadily.

According to a report from the People's Committee of Yen Dinh district, the district's economy is developing stably, the economic structure is shifting in a positive direction, and the scale of production is increasing.

Specifically, the average annual growth rate of production value during the 2021-2023 period is estimated at 10.04% (ranking 6th in the province), of which: agriculture, forestry, and fisheries increased by 4.77%; industry and construction increased by 14.25%; and services increased by 5.6%. The scale of production value in 2023 is estimated at 21,383 billion VND (ranking 5th in the province). Stable production will continue to be maintained in all three cropping seasons of the year.

The New Rural Development Program continues to receive attention and guidance, aligning with the aspirations of the people and becoming a reality, spreading widely and achieving many positive results. The material and spiritual lives of the people have improved; the number of poor households has decreased rapidly and sustainably; people's incomes have gradually increased; and infrastructure in transportation, irrigation, electricity, schools, health stations, cultural centers, information, communication, commercial infrastructure, and rural environmental landscapes have been strengthened, gradually meeting the production and living needs of rural residents. To date, Yen Dinh has 7 communes that have achieved advanced New Rural Development standards, including 2 communes that have achieved advanced model New Rural Development standards.

The "One Commune, One Product (OCOP)" program continues to receive enhanced guidance. To date, Yen Dinh district has 17 OCOP products that meet the 3-star standard. The economic structure has shifted positively; the proportion of agriculture, forestry, and fisheries decreased to 24.53% in 2023; industry and construction increased to 57.72% in 2023; and services decreased to 21.58%. The average annual growth rate of production value is estimated at 14.25%; the production value for the period 2021-2023 is estimated at 18,444 billion VND (estimated at 6,863 billion VND in 2023, ranking 5th in the province).

During the period 2021-2023, several major projects were invested in, completed, and put into use, creating important momentum for the rapid and sustainable socio-economic development of the district. The management and operation of district and commune budget revenue and expenditure have shown progressive improvements, ensuring transparency and accountability.

Total budget revenue in the area during the 2021-2023 period reached nearly 688.4 billion VND, exceeding the plan by 69%; two new towns were established: Quy Loc and Yen Lam; one district-level regional construction planning project until 2045 was prepared and submitted to the competent authority for approval; four projects for adjusting the overall urban planning included: Quan Lao town, Yen Lam town, Quy Loc town, and Kieu town; 12 detailed construction planning projects in urban areas were approved; and 16 projects are currently being prepared, appraised, and approved in accordance with regulations. Complete the project to adjust and expand the general planning of Quan Lao town, Yen Dinh district until 2035, as a basis for mobilizing resources to implement urban renovation and beautification according to the roadmap and to develop programs and projects to propose to competent authorities to recognize Quan Lao town as meeting the criteria of a type IV urban area before 2025.

Cultural and information activities continue to receive attention and guidance. The "All People Unite to Build a Culturally Rich Life" movement is maintained and developed; to date, 100% of communes have achieved the new rural cultural standard and towns have achieved the urban civilization standard. The urbanization rate is estimated to reach 23.54% by 2023 (an increase of 12.64% compared to 2020; the target for 2025 is 27%); the percentage of households with standard housing reaches 98.5%; the percentage of urban residents supplied with clean water from centralized water treatment plants reaches 41%; and the percentage of urban public green space reaches more than 7m2/person.

In addition, it is necessary to continue strengthening leadership and decisively directing land clearance work, ensuring transparency in compensation, support, and resettlement, stabilizing the lives of those whose land is acquired, creating a "clean" land fund to hand over to investors according to the committed schedule; actively disseminating information and mobilizing the people to comply well with the policies and laws of the State;

Mobilize the strength of the entire political system to promote the nationwide movement to protect national security. Focus on organizing effective prevention and combating of all types of crimes and social evils. Strengthen the fight against corruption, strictly implement regulations on practicing thrift and combating waste, and conduct inspections and audits to detect and prevent violations in the process of state management in all fields.

Social security issues have been well addressed, and poverty reduction efforts have yielded high results. To date, the poverty rate in the district has decreased to only 3.6%, and the average per capita income has reached 38.72 million VND/person/year. Policies on health and nutrition have always been prioritized, with 100% of communes and towns maintaining good national health standards, and the rate of people participating in health insurance reaching 93%.

The entire district has supported the construction and implementation of the "Sustainable Poverty Reduction Project giai đoạn 2022 - 2025", mobilizing social resources and the district budget to support the construction of housing for poor households and households with particularly difficult circumstances who are unable to build their own homes. Policies supporting access to culture and information, credit policies, and electricity subsidies have been implemented promptly and in accordance with regulations. Support has been provided to students from poor, near-poor, and ethnic minority households, totaling 5,152 students.

Yen Dinh District also focuses on building a clean and strong Party, Government, and political system, promoting the pioneering and exemplary role of cadres and Party members, especially leaders at all levels, and promptly commending and rewarding outstanding individuals in the process of implementing political tasks in the locality and units.

Striving to achieve advanced new rural area standards and model new rural area standards.

Recognizing that building new rural areas is a never-ending journey with the overarching goal of improving people's lives, Yen Dinh strives to have over 80% of its communes meet advanced new rural area standards, over 20% of its communes meet model new rural area standards, and over 55% of its villages meet model new rural village standards by 2025.

To achieve this, Yen Dinh district will continue to focus on improving quality and promoting the role of Party organizations, government agencies, and political organizations in building new rural areas. At the same time, it will effectively implement the directives and guidelines of the Central Government and the province regarding the construction of new rural areas.

Strengthening propaganda efforts and mobilizing maximum participation and contributions from the people in terms of intellect, effort, and resources will create the strength to build successful and sustainable new rural areas.

Simultaneously, Yen Dinh is continuing to implement several key solutions such as focusing on leading agricultural development towards improving productivity, quality, and efficiency, large-scale commodity production associated with building advanced and model new rural areas; encouraging and creating an environment to attract investment in the development of small-scale industrial and handicraft production, and commercial services; and continuing administrative reforms to improve the investment and business environment.

Furthermore, improving the quality of socio-cultural activities, effectively implementing social welfare policies and addressing employment issues; strengthening national defense and security to ensure social order and safety; further enhancing the effectiveness of state management in leadership and administration, as well as the leadership capacity and moral character of cadres, civil servants, and public employees. In particular, building a spirit of unity and consensus between the Party and the people has been given utmost attention by Party committees, governments at all levels, and mass organizations.
