Newly built and renovated houses, constructed as part of the program to eliminate temporary and dilapidated housing, have helped thousands of policy beneficiary families, poor and near-poor households, and households whose homes were affected by natural disasters to settle down and stabilize their lives.
In Lang Son, the reality shows that each newly completed house, in addition to bringing immeasurable joy to the ethnic people, is also a product of the spirit of solidarity, unity, and sharing of the community with the disadvantaged and those in need of assistance in society...
The family of Mr. Vi Van Them in Dong Thoang village, Thong Nhat commune (Lang Son province) is a household facing particularly difficult circumstances. Their old house was cramped and severely dilapidated after many years of use. With support from the program to eliminate temporary and dilapidated houses, construction of their new house officially began in early 2026.
However, due to their advanced age and declining health, the couple faced many difficulties in preparing the site and carrying out the construction. Many tasks, such as clearing and leveling the ground and gathering construction materials, were beyond the family's capabilities, affecting the project's progress.
In response to this situation, the Thong Nhat Commune Youth Union, in coordination with the Commune Police Youth Union, mobilized 7 youth union members to assist in transporting materials, mixing mortar, and leveling the ground, helping the construction unit to speed up the project's progress.
Thanks to the joint efforts of the local armed forces, youth union members, and neighbors, the newly built house, constructed of sturdy brick with a corrugated iron roof and measuring approximately 60 square meters, was completed at the end of April 2026.
In his new house, still smelling of fresh paint, Mr. Vi Van Them shared that his family was truly happy to have a sturdy and spacious house to live in. This year, the whole family no longer has to worry anxiously as the rainy and stormy season approaches. “Our new house has absorbed so much sweat, kindness, and sharing from the Party Committee, the government, the Fatherland Front, political and social organizations, the armed forces, and the people. For my family, this is truly a dream come true,” Mr. Them said emotionally.
According to Dang Tran Anh, Deputy Secretary of the Party Committee of Thong Nhat commune, in implementing the program to eliminate dilapidated houses, in 2026 the commune will receive financial support to build new houses and repair 62 houses (48 new houses, 14 houses repaired) for families of war veterans, poor and near-poor households, households affected by climate change, and other eligible groups, with a support level of 60 million VND/house for new construction and 30 million VND/house for repair.
To effectively implement the program, based on the local situation, the commune proactively and flexibly mobilized the active participation of many forces to provide support in terms of labor, transportation of materials, advance provision of construction materials, etc.
With the concerted efforts of the entire political system and the proactive participation of households, the commune completed the construction and renovation of 62 houses as planned before April 30, 2026.

“The newly completed houses have helped people settle down; demonstrating their belief in a better life. The highlight of the program lies not only in the number of houses built and renovated ahead of schedule, but also in the spirit of solidarity and unity within the community. The program also creates opportunities for disadvantaged households and vulnerable groups in society to improve their lives and achieve stability,” affirmed the Standing Deputy Secretary of the Party Committee of Thong Nhat Commune.

According to Hoang Xuan Thuan, Director of the Department of Ethnic Minorities and Religions of Lang Son province, with the decisive direction of the Party Committee and the government, along with the coordinated efforts of mass organizations at all levels, the entire province has so far started, completed, and put into use 1,339 out of 1,340 houses under the program to eliminate temporary and dilapidated houses; only one household is still choosing a start date. This result reaches 99.93% of the total number of houses approved for support.
Of these, 825 houses were newly built and 514 were renovated. The beneficiaries included: people with meritorious service to the revolution and relatives of martyrs (35 houses); poor and near-poor households (781 houses); and 524 houses for households affected by natural disasters, climate change, and other difficult cases requiring housing improvement support.
The total budget for the program is over 63.4 billion VND; of which over 48.6 billion VND is for new construction and over 14.8 billion VND for repairs. The funding sources include over 37.6 billion VND from the state budget and over 25.8 billion VND from social contributions. Currently, localities have basically completed the disbursement and settlement of funds for the program.
Newly built houses are assessed to ensure they meet the prescribed "three sturdy" standards (sturdy frame, sturdy walls, sturdy roof); are suitable for local customs and living habits; and are located in areas with suitable geological and topographical conditions to minimize the risk of natural disasters and floods.

According to a report reviewing the needs for eliminating temporary and dilapidated houses in communes and wards across Lang Son province, more than 2,000 households still need support for building new houses or repairing existing ones; of which 1,537 need to be newly built and 510 need repairs. The total estimated cost to support these remaining 2,000 houses is approximately 106.8 billion VND, calculated at a support level of 60 million VND for new construction and 30 million VND for repairs.
Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Head of the Steering Committee for the implementation of the program to eliminate temporary and dilapidated houses, and the real estate market policy in Lang Son province, emphasized that the program to eliminate temporary and dilapidated houses has profound social welfare and humanitarian significance, contributing to improving living conditions for people, especially poor and near-poor households, families of people with meritorious services to the revolution, vulnerable groups, and households facing housing difficulties. Therefore, communes and wards should continue to accurately review the data on temporary and dilapidated houses needing support to effectively implement this program.
The Secretary of the Lang Son Provincial Party Committee noted that localities need to base their assessments on the actual conditions of each household, especially in cases of household separation, to accurately evaluate their circumstances, labor capacity, economic conditions, and existing assets.
Priority will be given to assisting in the demolition of temporary and dilapidated houses, first to poor households currently living in such houses, and then to near-poor households. Cases affected by natural disasters should be considered based on the extent of damage and the actual family circumstances to develop appropriate support plans, ensuring that assistance reaches the right recipients fairly and preventing abuse of the policy.
