Deputy Chairman of the People's Committee of Bo Trach District, Nguyen Van Thuy, acknowledged that the recent land violations in Ly Trach commune serve as a lesson for land management in the district. He stated that the causes of the violations were both objective and subjective. Objectively, many violations occurred during the widespread Covid-19 pandemic, making management difficult. The commune's cadastral map contained certain errors. Furthermore, Ly Trach commune is a large area, and officials were unable to thoroughly monitor all aspects. The understanding of land law among many officials is also limited.

However, Mr. Nguyen Van Thuy also affirmed that subjective factors remain the primary cause. Specifically, the Ly Trach commune government has been lax in its management, allowing violations to occur over a long period. Furthermore, some violations have been discovered but not dealt with decisively due to negligence and favoritism. In addition, the public's awareness of and compliance with the law is still low. "The district's stance is to not cover up and to resolutely punish all officials who commit violations," Mr. Nguyen Van Thuy emphasized.

According to the report dated October 31, 2023, from the People's Committee of Bo Trach District regarding the implementation of Inspection Conclusion No. 1784/KL-UBND on state management of land in Ly Trach commune, the People's Committee of the district has issued official documents requesting relevant units to implement the inspection conclusion.

Specifically, the District People's Committee held a review and lessons learned session for two leaders of the District People's Committee; the District Department of Natural Resources and Environment held a review and lessons learned session for two department leaders and one official; and the District Branch of the Land Registration Office held a review and lessons learned session for one official.

The People's Committee of Ly Trach commune has conducted a review of the collective performance of the People's Committee of Ly Trach commune for the periods 2016-2021 and 2021-2026, as well as the performance of related individuals; the District People's Committee has decided to discipline two commune officials in land administration, construction, and agriculture (Mr. Nguyen Van Diu by demoting his salary and Mr. Nguyen Van Minh by issuing a warning); the People's Committee of Ly Trach commune has also organized a review and lessons learned session for two commune officials in justice and civil registration (Ms. Vo Thi Lam and Mr. Le Tai Thuynh).

Regarding the request for the Standing Committee of the District Party Committee to direct an investigation to clarify the responsibilities of the Party Committee and the Party Secretary of Ly Trach commune for the 2015-2020 and 2020-2025 terms in leading and directing state management of land by the People's Committee of Ly Trach commune, and to direct the consideration and handling of the responsibilities of individuals under the management of the Standing Committee of the District Party Committee: On October 19, 2023, the Bo Trach District Party Committee issued Notice No. 680-TB/HU requesting self-criticism for the Party Committee, cadres, and Party members with shortcomings and violations in the Party Committee of Ly Trach commune. Currently, Ly Trach commune is in the process of implementing this according to the prescribed procedures.

Regarding land handling, in accordance with the inspection conclusions, on October 24, 2023, the District People's Committee revoked the land use right certificates of Ms. Le Thi Danh's household for plot number 562, map sheet number 16, for which the District People's Committee issued land use right certificate, house ownership certificate and other assets attached to the land, number CR378424, registration number CH 02703, issued on September 11, 2020, and Mr. Le Van Duyen's household for plot number 431, map sheet number 22, for which the District People's Committee issued land use right certificate, house ownership certificate and other assets attached to the land, number CR 378549, registration number CH 02907, issued on September 11, 2020.

Through inspections, the People's Committee of Bo Trach district discovered 24 cases of land law violations in Ly Trach commune.

The People's Committee of Bo Trach District also stated that, after the inspection report took effect, the District People's Committee issued Official Letter No. 1902/UBND-NV dated September 21, 2023 and Official Letter No. 1910/UBND dated September 22, 2023 requesting the People's Committee of Ly Trach Commune to implement the inspection report. According to the report of the People's Committee of Ly Trach Commune, as of October 24, 2023, the People's Committee of Ly Trach Commune had not yet implemented the recommendations regarding land handling, specifically:

The People's Committee of Ly Trach commune has not yet guided relevant households and individuals to declare and register land in accordance with the land law and related documents.

The People's Committee of Ly Trach commune has not yet carried out the procedures to apply remedial measures and handle the case according to the law for Mr. Le Xuan Thuong's household. The People's Committee of Ly Trach commune has also not yet urged the five households of Ms. Le Thi Danh, Ms. Le Thi Dao, Ms. Nguyen Thi Tam, Mr. Nguyen Ngoc Voi, and Mr. Le Minh Tuan to implement remedial measures and handle the case according to the law.

According to the People's Committee of Bo Trach district, the People's Committee of Ly Trach commune has also not yet compiled dossiers to handle administrative violations in the field of land for 14 cases of land encroachment and unauthorized change of land use purpose after July 1, 2014, and has not yet processed cases of administrative violations that do not comply with the law on handling administrative violations.

On October 29, 2023, the District People's Committee issued document No. 2227/UBND regarding the continued urging of the Ly Trach Commune People's Committee to promptly implement the above-mentioned contents.

To obtain more information about the implementation of the land inspection conclusions in Ly Trach commune, the reporter contacted Mr. Nguyen Minh Ngoc, Secretary of the Party Committee of Ly Trach commune, to schedule a meeting. However, Mr. Ngoc stated that the commune government is currently conducting a review of the responsibilities of the individuals involved according to regulations and is classifying and developing plans for handling the violations, so he will provide information to the press later.
