
Recognizing the importance of this, the Standing Committee of the Ward Party Committee has focused on directing the Ward People's Committee to urgently review and develop a plan for effective management and utilization, avoiding waste and achieving certain results.
Classification and optimization of public assets
Immediately after its establishment, Tam Ky ward quickly set about stabilizing its organization and conducting a comprehensive review of public assets. To ensure the most effective utilization of public resources, the ward implemented a classification plan based on the actual needs of the people and urban development planning.
Out of a total of 30 properties under management, the ward decided to retain 15 for continued use. This group includes 11 school facilities that will remain in their current state to ensure continuous learning conditions for students, and 4 facilities that the City People's Committee has assigned to the ward to use as office buildings and operational centers.
A prime example of this group is the successful "test" by the local authorities in preventing the waste of public assets by taking over and managing the former An My Ward People's Committee headquarters at 114 Nguyen Thai Hoc Street. Owning an area of 2,200 square meters with a remaining asset value of over 8.3 billion VND, the Tam Ky Ward People's Committee outlined an optimal plan for the use of this land and building from the very first day of its acquisition.
Instead of letting the infrastructure deteriorate over time, the local authorities revitalized its functionality by handing over the two-story office building to the Center for Public Service Provision and rationally relocating the former military command building to the Ward's Investment and Construction Project Management Board for operation, creating a centralized and efficient working complex.
Another groundbreaking achievement of Tam Ky ward is the decision to repurpose six facilities for community benefit. In addition to the initial four facilities, the ward proactively proposed to the City People's Committee that two more vacant, unused properties under the management of city departments and agencies located within the ward be transferred to local management, with the aim of converting them for public and educational purposes.
A clear example of this thinking is the ward's successful handover of the property at 191 Huynh Thuc Khang (formerly the Quang Nam Provincial Youth Union headquarters), covering an area of 2,660 m² . Immediately after the handover, the ward developed a plan to repair, upgrade, and expand the 24/3 Kindergarten. This timely decision not only optimized the value of a large public asset, preventing its abandonment and waste, but also thoroughly addressed the shortage of standard schools in the central area, fulfilling the aspirations of the local people.
Regarding surplus assets that are beyond the needs of the administrative apparatus and unsuitable for conversion to serve the community, the ward resolutely refuses to retain them. The locality has prepared documents to transfer 9 surplus facilities to specialized units of the city, including the Land Fund Development Center and the City Housing Management and Exploitation Center, for management and exploitation in accordance with legal regulations. The strict implementation of this plan has helped the locality effectively utilize public asset resources and thoroughly prevent waste or loss.
Difficulties and obstacles still remain.
Objectively speaking, despite achieving impressive results, the handling of public assets in Tam Ky ward has faced numerous difficulties. Based on the implementation experience, the ward points out major, typical challenges that many localities are facing after mergers: the double pressure of deadlines and personnel shortages.
The handover of public assets coincided with the deadline for the old government apparatus to complete all professional activities so that the new apparatus could operate before July 1, 2025. Officials and civil servants at that time had to shoulder many tasks across various fields. The time shortage and overwhelming workload led to some units being unable to complete the process on time, requiring further review and completion of procedures for additional assets after the July 1, 2025 deadline.
Next, there is a significant gap in legal documentation: The number of assets acquired after the merger is enormous, originating from many different agencies, units, and localities. A large portion of the surplus land and buildings suffers from a serious lack of legal documentation; many properties have never even been granted land use rights certificates. This lack of fundamental documents significantly delays the verification process and the development of disposal plans.
Furthermore, the lack of legal documentation creates another major obstacle for accounting and data compilation: the absence of financial information. Many public assets were acquired decades ago, spanning various historical periods, resulting in the loss of relevant records.
When transferring assets, the parties can only proceed with the handover in its current state without accompanying legal documents; at the same time, the unit transferring the assets must establish documentation and reassess the value of the assets to record in the asset handover and acceptance minutes as a basis for accounting entries after receipt.

Solutions for unlocking resources
These historical and legal obstacles have created a barrier, resulting in the locality currently having two surplus properties that cannot be handed over to relevant authorities for management and exploitation due to a lack of legal documentation. The local authorities are actively working to copy and re-establish the relevant information.
To overcome limitations and seriously implement measures to prevent waste and abuse of public assets, Tam Ky ward is focusing on decisively deploying four key groups of solutions.
The ward directed the Department of Economy, Infrastructure and Urban Planning to coordinate with specialized agencies at the city level to conduct on-site surveys and make copies of all construction project documents and related land records. Simultaneously, they organized an assessment and re-establishment of asset values to be recorded in the accounting books in accordance with current regulations.
For facilities awaiting transfer, local authorities are focusing on fulfilling all requirements of the receiving unit, from supplementing legal documents to environmental cleanup. The ultimate goal is to resolve all obstacles and is determined to complete 100% of the handover of public assets by June 2026.
Beyond simply addressing the situation, the ward aims for a fundamental management solution by continuing to record asset increases and synchronously and promptly updating current information into the city's public asset management database. This digitization ensures transparency and helps management levels easily track and monitor asset changes in the long term.
In addition, the locality strictly maintains regular inspection and supervision of agencies and units under its management that have received public assets. At the same time, it requires these units to strictly implement the issued regulations on the management and use of public assets, promptly rectify any shortcomings that arise, and absolutely prevent any waste, loss, or misuse of state assets.
The management and handling of surplus public assets in Tam Ky ward under the two-tiered local government system is a prime example demonstrating that difficulties and obstacles are unavoidable when dealing with a large volume of assets and historical issues. However, with a frank assessment of the problem's nature, combined with a proactive approach and fundamental solutions such as document archiving, data digitization, and enhanced supervision, these "obstacles" can be overcome.
With the determination to put 100% of public assets into efficient and compliant operation before the deadline of June 2026, Tam Ky ward is gradually demonstrating that the reorganization of administrative units not only helps streamline the apparatus but also provides an opportunity for the locality to optimize and enhance the value of public resources to better serve the people.
