Ministry of Finance guides the implementation of Directive No. 23/CT-TTg on management and use of public assets

The Ministry of Finance has just issued Official Dispatch No. 15285/BTC-QLCS to ministries, branches and localities nationwide, guiding the implementation of Directive No. 23/CT-TTg dated August 26, 2025 of the Prime Minister on promoting the results of the General Inventory of Public Assets and improving the efficiency of management and use of public assets.

According to the Ministry of Finance , ministries, branches and localities need to urgently review and fully issue documents under their authority related to budget allocation, usage norms, and decentralization of authority to exploit and handle public assets. In particular, special attention should be paid to infrastructure assets such as transportation, irrigation, markets, culture, and sports at the commune level, etc.

The Ministry of Finance said that determining the value of unaccounted assets is also a key requirement. The Ministry of Finance has issued a series of circulars guiding the determination of the original price and remaining value for each type of infrastructure asset, from roads, railways, inland waterways to irrigation and maritime. Assets that do not meet the conditions for valuation will be temporarily monitored at the conventional price (1 VND) but must still be fully updated with information to serve effective management, investment and exploitation.

The Ministry of Finance also requires ministries, branches and localities to closely link the preparation and allocation of investment estimates, procurement and repair of public assets with the actual usage. Projects and expenditures related to public assets must be carefully assessed to ensure their necessity and compliance with approved standards and norms.

At the same time, management agencies must thoroughly handle damaged assets that are no longer needed in accordance with legal regulations. The Ministry of Finance has fully cited relevant legal documents, including new decrees issued and amended in 2024 and 2025, so that units have a basis for unified implementation nationwide.

In addition, the Ministry of Finance requires ministries, branches and localities to strengthen inspection and supervision of compliance with laws on management and use of public assets. Inspections must be carried out periodically, linked to the responsibility of the head and have clear sanctions if waste or violations occur.

To prepare for the re-inventory of public assets according to the new organizational model at 0:00 on January 1, 2026, units must review and update the list of agencies, organizations and units after administrative arrangement and send it to the Ministry of Finance before October 9, 2025. This is the basis for completing the system of lists and granting accounts to use the National Public Asset Inventory Software.

The Ministry of Finance requests ministers, heads of central agencies, and chairmen of provincial People's Committees to consider promptly rewarding collectives and individuals with outstanding achievements in conducting the general inventory of public assets, in accordance with the spirit of Official Dispatch No. 138/CD-TTg dated December 20, 2024 of the Prime Minister and legal regulations on emulation and commendation.
